PAGE \* MERGEFORMAT6摘 要“一带一路”战略是国家主席习近平在 2013 年 9 月 10 日在出席哈萨克斯坦和印度尼西亚时，先后提出了共建“新丝绸之路经济带”和“21 世纪海上丝绸之路”的伟大倡议。陕西省作为“一带一路”不可或缺的省份，更应抓住机遇，着重提高公共基础设施的投资效率，为本省的投资额的评估以及调整起到关键性作用。本文运用 2007 年-2017 年的公共基础设施有关方面的数据，采用数据包络分析法（DEA）构建陕西省公共基础设施投入产出效率评价指标，并采用对比分析法得出在“一带一路”背景下，陕西省公共基础设施在战略提出的前后的投资差异，以及对投资效率进行实证分析。关键词：DEA；一带一路；公共基础设施； 题 目 “一带一路”战略背景下陕西省公共基础设施投资效率研究 ——基于 DEA 模型PAGE \* MERGEFORMAT6Abstract The "the belt and road initiative" strategy is a great initiative of President Xi Jinping to jointly build the "New Silk Road Economic Belt" and "21st Century Maritime Silk Road" when he attended Kazakhstan and Indonesia on September 10, 2013. As an indispensable province of "the belt and road initiative", Shaanxi Province should seize the opportunity and focus on improving the investment efficiency of public infrastructure, which plays a key role in the assessment and adjustment of the province's investment.
