服务型政府建设中政府职能转变——以晋城市为例论文设计

I服务型政府建设中政府职能转变——以晋城市为例 摘 要目前，我国各级地方政府都在紧紧围绕建设“服务型政府”这一理念对当前的政府职能进行转变，取得了较为显著的成绩并积累了大量的实践经验。但是与新时代所要求的服务型政府相比较而言，仍然存在着一定的差距。本文以山西省晋城市政府为例，在新公共服务理论和治理理论的基础上，从构建服务型政府的角度出发详细地探讨了目前晋城市当地政府在实现职能转变过程中存在的如公共服务理念并未真正实现、政府职能转变并未完全到位、服务型政府建设过程中公民的民主参与不足等突出问题，并对产生这些问题的原因进行了分析。借鉴英国和美国关于服务新政府建设中职能转变的经验，分析出适合地方政府职能转变的对策。为地方政府构建服务型政府提供有理论和实践指导意见，以期更好地推进我国建设服务型政府进程的发展。关键词：地方政府；政府职能；服务型政府；转变 IIIIIABSTRACT At present, local governments at all levels of our country are closely around the concept of building a "service-oriented government" to change the current government functions, has achieved more remarkable application results and accumulated a lot of practical work experience.But compared with the service-oriented government required by the new era, there is still a certain gap.
