摘 要目前我国仍处于城市化加速发展阶段，经过多年的城市管理体制改革的努力下，城市管理执法过程中的许多问题得到了缓解。但在新的城市化背景下，城市管理执法仍存在很多问题。创建和谐文明城市，需要城市管理部门维持市场经济秩序，保障市容环境整洁。但大众传媒频频爆出城管暴力执法事件，在社会一度引起强烈反响，以致市民对城市管理执法效力产生质疑，严重影响政府的公信力。鉴于国家管理体制不同，西方国家的城市管理问题甚微，国外学者对此研究也比较少。我国学者对于城市管理问题研究颇有建树，但在具体的城市管理执法冲突及其对策研究上还有很多值得研究的地方。本文在现有研究的基础上，通过查阅文献资料，了解城市管理执法冲突相关概念及其内涵，分析我国城管执法冲突案例的方式，从理论层面、制度层面、社会环境层面深入剖析城管执法冲突产生的深层原因。最后提出具体解决对策：第一，建立城市管理科学执法理念；第二，明确相关法律法规依据，完善制约监督和保障机制；第三，加强城管学习培训，提高城管综合素质；第四，加强正面宣传和舆论引导，加强公众参与度。关键词：城市管理；城管执法；执法冲突IAbstractAt present, China is still in the stage of accelerated development of urbanization.
