摘要“一带一路”是中国政府提出的国际战略框架，将致力于亚非非洲大陆和近海洋的互联，建立和加强全国各地的互联互通，建立全面、多元化水平复杂的互联网络，要实现民族独立、多元、平衡和可持续发展。一带一路沿线国家基础设施建设滞后于计划，基础设施投资需求很强。中国国际工程承包企业在国际项目中发挥了重要作用，对中国国民经济发展和对外开放的扩大起到了重要的作用。然而在外商承包项目中保持良好的发展势头的同时，我们不难发现中国企业在国际项目建设过程中，每年由于缺乏风险估算，造成巨大的经济损失的情况。本文主要以安哥拉LOBITO扩建项目为例，重点研究一带一路背景下安哥拉LOBITO扩建项目风险管理问题，分析安哥拉LOBITO扩建项目风险管理现状，分析安哥拉LOBITO扩建项目风险管理存在的问题，并针对性地提出解决的对策。同时学习和研究国际共同管理模式是促进和完善现有项目管理方法，进一步创新项目管理实践具有深远的意义。执行“走出去”战略，利用国际资源，发展国际市场。加强国际项目管理，加快步伐，扩大市场占有率，提高国际项目的经济效益，是中国港湾工程有限责任公司可持续发展的战略选择。因此，在总结现有国际项目经验教训的基础上，探索安哥拉LOBITO扩建项目风险管理模式的改进具有重要的现实意义。通过研究发现，安哥拉LOBITO扩建项目风险主要有政策风险、沟通风险、技术风险、组织与管理风险、施工风险、不可抗力风险等六种。运用层次分析法和模糊综合评判法对安哥拉LOBITO扩建项目进行风险综合评价，并对结果进行分析，该项目的总目标综合评价属于中等风险。安哥拉LOBITO扩建项目风险管理主要存在四个问题：项目成本管理效率还不高、缺乏完善的项目文件管理制度、工程项目建设中的物流管理不完善、项目风险监控评价不够全面。导致安哥拉LOBITO扩建项目风险管理存在问题的原因是：风险管理原则过于简单、内涵不够明确；子项目的工期规划需要更加科学、合理；项目管理人员的成本意识薄弱；项目施工控制手段简单。本文从合同风险应对、设计管理策略、业主风险管控、施工计划管理、施工管理五个方面提出了风险应对措施。从信息沟通机制、考核激励机制、组织推进机制三个方面提出了安哥拉LOBITO扩建项目风险管理实施的运行保障机制。通过实施风险管理，安哥拉LOBITO扩建项目取得了较好的社会效益和经济效益。关键词：一带一路；安哥拉；风险管理；海外项目Abstract"BeltandRoadInitiative"isaninternationalChinastrategicframeworkproposedbythegovernment，InternetwillfocusontheAfricancontinentandAfricaneartheocean，toestablishandstrengtheninteroperabilityacrosstheInternet，establishcomprehensive，diversifiedlevelcomplex，toachievenationalindependence，pluralism，balancedandsustainabledevelopment.TheBeltandRoadalongthenationalinfrastructureconstructionlagsbehindtheplan，theinfrastructureinvestmentdemandisverystrong.China'sinternationalengineeringcontractingenterpriseshaveplayedanimportantroleininternationalprojects，andplayedanimportantroleinthedevelopmentofChina'snationaleconomyandtheexpansionofopeningup.However，whilemaintainingagoodmomentumofdevelopmentinforeigncontractedprojects，itisnotdifficultforustofindoutthehugeeconomiclossesofChineseenterprisesintheprocessofinternationalprojectconstructionduetothelackofriskestimationeveryyear.ThispapertakesAngolaLOBITOexpansionprojectasanexample，theriskmanagementproblemsofAngolaLOBITOexpansionprojectfocusesonTheBeltandRoadbackground，analysisofthecurrentsituationofAngolaLOBITOexpansionprojectriskmanagement，analysisofAngolaLOBITOexpansionprojectriskmanagementproblems，andtargetedtoputforwardthecountermeasures.Atthesametime，learningandstudyingtheinternationalcommonmanagementmodelistopromoteandimprovetheexistingprojectmanagementmethods，andfurtherinnovationofprojectmanagementpractic...
