使馆工程项目规划设计至工程开工的工作程序WorkingProceduresfortheEmbassyProjects（FromPlanningDesigntotheCommencement）1、外国驻华大使馆（以下简称使馆）须将拟建工程（以下简称该工程）的情况正式照会中华人民共和国外交部（以下简称外交部）。ForeignEmbassyinBeijing(hereinafterreferredtoasTheEmbassy)shallpresentanotetotheMinistryofForeignAffairsofthePeople’sRepublicofChina(hereinafterreferredtoasMFA),forwardingitsconstructionplanoftheproposedProject(hereinafterreferredtoastheProject).2、使馆就该工程的管理和监理事宜与外服局签订管理协议和监理协议[外服局提供协议草稿，使馆缴纳管理费和监理费]。TheEmbassyshallsigntheAgreementsofManagementandSupervisionwithBeijingServiceBureauforDiplomaticMissions(hereinafterreferredtoasDSB)onthemanagementandsupervisionoftheProject(DSBshallprovidethedraftoftheAgreementandtheEmbassyshallpaytoDSBthefeesofmanagementandsupervisionaccordingly).3、使馆委托一家有资质的中国设计单位（以下简称设计单位）进行该工程方案的初步设计[使馆支付设计费]。TheEmbassyshallentrustaqualifiedChineseDesignInstitute(hereinafterreferredtoasDesigner)todothepreliminaryplanningdesignfortheProject(TheEmbassyshallpaythedesignfee).4、由北京外交人员服务局（以下简称外服局）代使馆向北京市规划委员会（以下简称市规委）申报该工程的建设工程规划意见：DSBshall,onbehalfoftheEmbassy,applyforplanningsuggestionsfortheProjectfromthePlanningCommitteeofBeijingMunicipality(hereinafterreferredtoasBMPC)工作周期：自市规委受理之日起20个工作日(特殊情况下可延长10个工作日)后出审批结果——建设工程规划意见书（以下简称规划意见书）。Duration:Uponreceivingtheapplication,BMPCshallissuetheirapproval–thePlanningSuggestionsfortheProjectin20workingdays(10moredaysmaybeprolongedinspecialcases)报批所需资料：SubmissionDocuments:1、建设单位出具的申报委托书和填写完整并加盖单位印章的“建设项目规划许可及其它事项申报表”；[服务局提供]Trustdeedfromtheconstructionunit,andcompletelyfilled“ApplicationFormofPlanningPermitandotherMattersforConstructionProject”,withofficialsealsonit(ProvidedbyDSB).2、《建设用地规划许可证》或国有土地使用证、房产证等材料的复印件1份；[服务局提供]Acopyof“PlanningPermitofConstructionSite”,orUsingPermitofStateOwnedLand,PropertyCertificate.(ProvidedbyDSB).3、建设单位对拟建项目情况的说明1份；建设项目拟加层的，需附设计部门出具的建筑结构基础证明文件；[服务局及设计单位提供]Descriptiontotheproposeprojectfromtheconstructionunit,iftheprojectisanadditiononthetopoftheexistingbuilding,certificateoffoundationstructurefromthedesignershouldbesubmitted(ProvidedbyDSBandtheDesigner).4、具有资质设计单位绘制的拟建项目设计方案图纸（含主要经济技术指标）1份；[设计单位提供]Planningdrawing(includingtechnicaldata)oftheproposedproject,madebythequalifieddesigner.(ProvidedbytheDesigner)5、在基础测绘基本比例尺（1:500,1:2000）图纸上，用铅笔划出用地范围或位置的地形图1份(远郊地区2份)；[服务局提供]Onetopographicmap(2forfar-suburbproject)withtheextentorlocationoftheprojectsitemarkedonthefoundationsurveydrawingwithscaleof1:500,1:2000.(ProvidedbyDSB)6、依法需要进行环境影响评价的建设项目，需持经相应环保部门批准的环境影响评价文件。Constructionprojectneeds,accordingtolaw,tobeassessedforenvironmentinfluencesshouldhaveevaluationdocumentsapprovedbyrelevantEnvironmentProtectionDepartment.7、产生无线电波辐射和可能对无线电台（站）造成有害干扰的建设项目，需要有无线电主管部门的审查同意意见；Constructionprojectmayhaveelectromagneticradiationorinterfer...
