第1页共19页编号：时间：2021年x月x日书山有路勤为径，学海无涯苦作舟页码：第1页共19页<>DecreeNo.70oftheChairmanofthePeople’sRepublicofChinaPromulgationDate:29thJune2002EffectiveDate:1stNovember2002Promulgatedby:TheNinthNationalPeople’sCongressTableofContentsChapterI.GeneralPrinciplesChapterII.ProductionSafetyGuarantiesforProductionOperationUnitsChapterIII.TheRightsandObligationsoftheEmployeesChapterIVTheSupervisionandAdministrationofProductionSafetyChapterVEmergencyRescueforanAccidentandItsInvestigationandDisposalChapterVILegalLiabilityChapterVIISupplementaryRulesChapterIGeneralPrinciplesArticle1Inordertostrengthenthesupervisionandadministrationofproductionsafety,topreventandreducetheaccidents,toguaranteethepeople’slifeandpropertysafety,andtopromotetheeconomicdevelopment,thislawisherebyenacted.Article2ThisLawshallapplytotheproductionsafetyinvolvingtheunitsengagedinproductionoperationswithintheterritoryofthePeople’sRepublicofChina(hereinafterreferredtoasthe“productionoperationunits”).Therelevantlawsandadministrativeregulationsconcerningfireprotectionsafety,roadtrafficsafety,railwaytrafficsafety,marinetrafficsafetyandcivilaviationsafetyshallalsoapplyifavailable..Article3Theadministrationofproductionsafetyshallcomplywiththeguidelineof“safetyandprecautionfirst.”Article4ProductionoperationunitsshallabidebythisLaw,otherlawsandadministrativeregulationsonproductionsafety,strengthenthecontroloverproductionsafety,establishandperfectliabilitysystemofproductionsafety,improvesafetyconditions,andensureproductionsafety.Article5Thepersonnelchieflyinchargeofproductionoperationunitsshalltakeoverallresponsibilityfortheirownproductionsafety.第2页共19页第1页共19页编号：时间：2021年x月x日书山有路勤为径，学海无涯苦作舟页码：第2页共19页Article6Theemployeesofproductionoperationunitsshallobtaintherightofguaranteeingtheproductionsafety,andmeanwhilefulfilltheobligationsasregardsproductionsafetyaccordingtolaw.Article7TheLaborUnionshallcallontheemployeestoparticipateindemocraticmanagementandsupervisiontosafeguardthelawfulrightsandinterestsinthematterofproductionsafety.Article8TheStateCouncilandlocalpeople’sgovernmentsatalllevelsshallstrengthentheguidanceofproductionsafetywork,supportandoverseealltherelevantdepartmentstofulfilltheirresponsibilityforsafetycontrolandsupervisionaccordingtolaw.Article9TheStateCouncildepartmentinchargeofthecontrolandsupervisionofproductionsafetyshallcarryouttheoverallsupervisionandadministrationofproductionsafetythroughoutthenationaccordingtolaw;thedepartmentsofthepeople’slocalgovernmentsatandabovethecountylevelinchargeofthecontrolandsupervisionofproductionsafetyshallaccordingtolawcarryouttheoverallsupervisionandadministrationofproductionsafetywithintheiradministrativedivisions.AccordingtothisLawandtheprovisionsofotherlawsandadministrativeregulations,thedepartmentsconcernedintheStateCouncilshallcontrolandoverseetheproductionsafetywithintheirownresponsibilityrange;thedepartmentsconcernedinthelocalpeople’sgovernmentsabovethecountylevelshallcontrolandoverseetheproductionsafetywithintheirindividualresponsibilityrangeinaccordancewiththisLawandtheprovisionsofotherlawsandadministrativeregulations.Article10TheStateCouncildepartmentsconcernedshallaccordingtolawconstituteforthwithnationalstandardsort...
