我国新型农村社会养老保险制度研究ResearchontheNewRuralSocialEndowmentInsuranceSysteminChina摘要我国农村社会养老保险制度从20世纪80年代开始，从2002年全国各地开始进行将地方政府主导和地方政府财政介入相结合的新型农村养老保险的探索历程，形成了具有各地地方特色的农村养老保险制度。经三十多年的发展，虽然对农民的养老起到一定的帮助作用，但也存在一些问题，诸如：因区域发展不平衡导致养老待遇不相同、新农保和老农保衔接不到位、农保基金投资渠道单一等。针对这些问题，文章给出了提高养老保险的统筹层级、加快建立统筹城乡养老保险制度的衔接机制、优化农保基金投资运营的结构等解决对策。关键词：农村；社会养老保险；保险制度AbstractChina'sruralsocialendowmentinsurancesystembeganinthe1980sandbegantheexplorationprocessofanewtypeofruralendowmentinsurancethatcombineslocalgovernment-ledandlocalgovernmentfinancialinterventionsthroughoutthecountryin2002,formingaruralendowmentinsurancewithlocalcharacteristics.system.Aftermorethan30yearsofdevelopment,althoughithasplayedaroleinhelpingold-agesupportforfarmers,therearealsosomeproblems.Forexample,duetotheunbalanceddevelopmentoftheregion,theold-agepensiontreatmentisnotthesame,thenewruralinsuranceandtheoldagriculturalinsurancearenotinplace,andagricultureisnotinplace.Insurancefundshaveasingleinvestmentchannel.Inresponsetotheseproblems,thearticleproposessolutionstoincreasetheoveralllevelofpensioninsurance,speeduptheestablishmentofanintegratedurbanandruralpensioninsurancesystem,andoptimizethestructureofinvestmentandoperationofagriculturalinsurancefunds.Keywords:ruralareas;socialendowmentinsurance;insurancesystem目录.............................................................4........................................................5.................................................5...........................................5.................................................7.................................................7.............................8.............................8.........................8......................11..........................................11........................................12....................................12..................14..................................14..................15..............................15.............................................................17...........................................................18.............................................................20第1章绪论第1节研究意义国务院曾经出台了相关的意见等文件，这样的方案已经在全国部分地区开始了试点工作，国务院出台的方案对农村地区的养老生活提供了重要保证，意见同时规定在农村地区使用社会保险制度，并且规定，经费由中央和地方两级部门来共同承担，意见规定农民的养老保险费用由个人和地方政府来共同承担，希望在2020年之前，在全国推广和使用新农保制度。我国的农村社会养老保险制度在我国农村的经济建设中发挥了关键作用，同时也是农民民生的关键组成内容，这样的制度为我国农村地区的生活提供了重要保证，在一定程度上保证了农民物质生活，降低了农民的养老负担。同时，根据有关数据表明，我国一共有将近一亿人已经参加了养老保险，其中有将近两千万人领取了养老金。这些数据说明新农保得到了越来越多的认可，也带动了越来越多的农村居民参与其中，为新农保的进一步扩大覆盖面打下了基础，在一定程度上可以减低农村和城市的发展差距，实现经济社会和谐发展。第2节国内外研究现状2.1国内研究现状王黎明对建立和完善农村养老保险制度的必要性进行了研究。他认为，要想解决由于农村人口老龄化、土地流失、青壮年...
