浅谈完善国家公务员的绩效考核制度摘要承担着管理国家事务和社会公共事务职能的公务员,其绩效考核问题一直是政府各级部门以及广大社会群体和媒体关注的焦点。本文基于目前公务员绩效考核现状,详细研究,分析得出公务员的绩效考核制度存在的一些不足和考核问题,例如:绩效考核内容缺乏量化指标,难以保证考核结果准确、绩效考核的标准一样,考核过程流于形式严重、节绩效考核结果等次偏少,致使公务员考核的激励作用得不到应有的发挥、绩效考核结果的应用不尽公平以及相应的法律法规和监管机制不健全等。针对这些问题提出了相应的对策,如:建立公务员定量与定性相结合的绩效考核指标体系,使绩效考核内容尽量具体化、数量化;创新绩效考核方法,完善激励机制以及;依据不同职位要求全面确定绩效考核内容,实行分类绩效考核制度;完善国家立法建设,积极探索具有开放性的绩效考核制度等。公务员的绩效考核,决定着公务员队伍内部的人才和公务员内部的晋升以及奖惩,对于公平、公正的用人制度的建设有着重要的作用。所以,抓好公务员绩效考核工作,完善公务员绩效考核制度,这对于建设一支党性强、素质高、作风硬、结构合理、高效、廉洁的公务员队伍,提高为人民服务的水平,构建社会主义和谐社会都具有很重要的现实意义。关键词:公务员;绩效考核;完善;制度AbstractAssumingthemanagementofstateaffairsandsocialpublicaffairsofficial,theproblemsofperformanceappraisalhasbeenthegovernmentdepartmentsatalllevelsandthevastnumberofsocialgroupsandthemedia'sfocus.Inthispaper,basedonthecurrentsituationofperformanceassessmentofcivilservants,detailedresearch,analysisofthecivilservantsperformanceappraisalsystemdeficienciesandassessmentissues,suchas:lackofquantitativeindicatorsofperformanceevaluationcontent,evaluationresults,toensureaccurateperformanceevaluationstandards,evaluationprocessbecomesamereformalityseriously,festivalperformanceappraisalresults,less,resultinginthecivilserviceexaminationincentiveactioncannotgetdueplay,performanceappraisalresultapplicationisasfairaswellastherelevantlawsandregulationsandsupervisionmechanismisnotsoundandsoon.Inthelightoftheseproblems,putsforwardsomecorrespondingcountermeasures,suchas:theestablishmentofthecivilserviceofqualitativeandquantitativeperformanceevaluationindexsystem,theperformanceevaluationcontenttoincorporate,quantification;innovationperformanceevaluationmethods,improvetheincentivemechanismaswellas;accordingtodifferentrequirementsofcomprehensiveperformanceappraisalcontent,executeclassificationperformanceappraisalsystem;perfectlegislationconstruction,activeexplorationhastheopeningperformanceappraisalsystem.Theperformanceappraisalofcivilservants,determineswithinthecivilservicepersonnelandpublicservantsinternalpromotionandpunishment,forthefair,fairusesystemplaysanimportantroleintheconstructionof.Therefore,graspingtheperformanceappraisalofcivilservants,civilservantsperformanceappraisalsystem,whichistobuildastrongpartyspirit,highquality,hardworkstyle,reasonablestructure,highefficiency,cleancivilservice,improvethelevelofservicetothepeople,buildingaharmonioussocialistsocietyhasveryimportantpracticalsignificance.Keywords:Civilservant;performanceappraisal;perfection;system;目录前言................................................................................................................1第1章我国公务员绩效考核制度概述............................................................2第1.1节公务员及公务员考核制度的概念、发展历程..............................2第1.2节公务员考核制度中的绩效考核......................................................
