摘要随着我国新农村建设以及新时期城市化进程的加快，农村宅基地的管理问题受到了人们的关注，虽然在逐渐完善的宅基地管理制度下已经明显好转，但农村宅基地管理至今仍然美中不足。农民也需要发展，在偏远贫困的山区有先进意识的年轻人深感农村的制约大多选择进城发展，农村则荒废着一块又一块的闲置宅基地；生活在农村的人又观念守旧，认为土地属于私有财产，于是非法进行转让、买卖等现象日趋严重。这种种迹象一次又一次为相关政府部门敲响了警钟，加强执法力度，完善相关制度等一系列问题需要继续探索研究。论文基于咸阳市农村宅基地现状深入分析本地区宅基地管理中的问题，并提出了解决措施。咸阳市作为陕西大市之一，经济发展一直领先于其他农村地区，本次的论文写作以咸阳市农村宅基地管理中的问题为研究对象，通过抽样及实地探究等方法进行了深入分析，无论从理论层面或者实践层面都提出了切实可行的办法，在这个以水果业为主的农村，看似新农村建设快人一步各项工作都走在前面，实际在农村宅基地管理中暗箱非法操作或者不符合规范的现象还很多。在当今这个注重经济发展的社会背景下人人都追求者高品质的生活，但农村基础设施建设和环境成为了依然是新农村建设考量的因素，所以为了咸阳市农村宅基地管理能够真切得达到标准，进一步提高经济水平并带动周边地区发展，我通过长时间的研究分析成功做这篇论文，以希望能为农村宅基地管理提供理论依据，创造其在实践中的价值。关键词：农村闲置宅基地；宅基地管理；咸阳市AbstractAsChina'snewruralconstructionandacceleratetheprocessofnewperiodcity,managementofruralhomesteadhasattractedpeople'sattention,whilegraduallyimprovethelandmanagementsystemhasbeensignificantlyimproved,buttheruralhomesteadmanagementisstillinwantofperfection.Farmersalsoneeddevelopment,povertyintheremotemountainousareahasadvancedconsciousnessofyoungpeopledeeplyrestrictedmostlychoosethecityruraldevelopment,ruralwasteisapieceofidlehomestead;peoplelivinginthecountrysideandconservativeideas,thatthelandbelongstoprivateproperty,andillegaltransfer,sellingphenomenonbecomesmoreandmoreserious.Thiskindofevidencehassoundedthealarmfortherelevantgovernmentdepartmentsagainandagain,strengthenthelawenforcement,perfecttherelatedsystemandsoon.BasedonthepresentsituationoftheruralhomesteadinXianyang,thispaperanalyzestheproblemsinthemanagementofthehomestead,andputsforwardsomesolutions.XianyangcityasoneofthebigcityofShaanxi,theeconomicdevelopmenthasbeenaheadofotherruralareas,thispaperwritinginruralhomesteadinXianyangcitymanagementproblemsastheresearchobject,in-depthanalysisandstudybysamplingmethod,putforwardthefeasiblemeasuresfromtheaspectsofboththeoryandpractice,inthethefruitindustryinruralareas,seeminglynewruralconstructionworkquickstepwalkinfrontoftheblackboxintheactualmanagementofruralhomesteadintheillegaloperationordonotconformtothephenomenonofmany.Intoday'sfocusoneconomicdevelopmentunderthesocialbackgroundofeveryonewhopursuehighqualityoflife,buttheconstructionofruralinfrastructureandtheenvironmenthasbecomethenewruralconstructionisstillafactortoconsider,soinordertorurallandmanagementinXianyangcitywasabletotrulyreachthestandard,tofurtherimprovethelevelofeconomyandpromotethedevelopmentofsurroundingareas,throughmeanalysisoflongtimethesuccessofthisthesis,andhopetoprovideatheoreticalbasisfortheruralhomesteadmanagement,createthevalueofpractice.Keywords:ruralidlehomestead;homesteadmanagement;XianyangCity一、绪论（一）选题背景农村宅基地的合理使用与规划自古以来都是深受农民和各级政府机构关注的话题，因为农村宅基地是老百姓安身立命之所，亦是政府部门加强农村各项管理的基础以及创新管理实现新农村...
