论M市万峰林街道新农村建设的发展策略【内容摘要】万峰林街道位于M市，办事处成立于2010年6月10日，由原下五屯街道办撤出建立，距离M市中心区8公里。万峰林地处“国家地质公园”、“中国最美丽的峰林”国家AAAA级景区万峰林腹地。万峰林街道办事处辖纳录、鱼龙、双生、乐立、上纳灰、下纳灰、落水洞、瓮本8个行政村；76个村民组；常住人口18734人，其中非农业人口93人，居住着汉族、布依族、苗族、彝族等多个民族，主体居住的少数民族是布依族，布依族占78%。国土面积约45.7平方公里，其中耕地面积11442.8亩，人均耕地0.63亩。属亚热带山地季风湿润气候，冬无严寒，夏无酷暑，雨量充沛，光照充足；地貌类型以峰林、峰丛为主，山峦起伏、奇峰如林，喀斯特地貌发育十分良好；万峰林是国家级重点风景名胜区，地处黔、桂、滇结合部，典型的喀斯地形地貌，旅游资源异常丰富。依托万峰林的资源优势，峰林办现在大力发展优势农业、特色农业、观光农业，以此来促进全办旅游业的发展，以旅游业推动“农家乐”、“农家旅馆”等服务行业发展。在沿纳灰河两岸发展以花卉、苗木、经果林、蔬菜为主的新型种植业，种植连片的景观型庄稼和花木，在纳灰姚家湾建立以五星枇杷为主的经果林基地，七个村建立了5000亩优质高产水稻基地、2000亩蔬菜基地、1000余亩的特色果园和以绿缘花卉为中心的花卉园。【关键词】：新农村建设制约因素措施AbstractWanfenglinStreetislocatedinMCity.TheofficewasestablishedonJune10,2010.ItwasestablishedbytheformerWuyiStreetOfficeandis8kilometersawayfromMdowntownarea.WanfenglinislocatedinthehinterlandofWanfengForest,thenationalAAAA-levelscenicspotofthe“NationalGeopark”and“China'sMostBeautifulPeakForest”.WanfenglinSub-districtOfficehasjurisdictionover8administrativevillagesincludingNalu,Yulong,Shuangsheng,Leli,Shangnai,Xiahe,LuoshuidongandSakamoto;76villagegroups;18,734permanentresidents,includingnon-agriculturalpopulation93People,inhabitedbyHan,Buyi,Miao,Yiandotherethnicgroups,themainethnicgroupistheBuyi,andtheBuyiaccountedfor78%.Thelandareaisabout45.7squarekilometers,including11442.8acresofarablelandand0.63acresofarablelandpercapita.Itbelongstothesubtropicalmountainmonsoonhumidclimate,nocoldinwinter,noheatinsummer,abundantrainfallandsufficientsunshine;thelandformtypeismainlypeakforestandpeakcluster,thehillsareundulating,thepeaksarelikeforests,thekarstlandformsareverygooddevelopment;Wanfenglinisnationallevel.Wanfenglinisanationalkeyscenicspot,locatedinthejunctionofGuizhou,GuizhouandYunnan,withtypicalkarsttopographyandlandform,andabundanttourismresources.RelyingontheresourceadvantagesofWanfenglin,FenglinOfficenowvigorouslydevelopssuperioragriculture,characteristicagricultureandsightseeingagriculture,inordertopromotethedevelopmentofall-roundtourismandpromotethedevelopmentofserviceindustriessuchas"farmhouseentertainment"and"farmhousehotel"bytourism.New-typeplantingindustrieswithflowers,seedlings,fruitforestsandvegetablesweredevelopedalongbothsidesoftheNahuiRiver.Landscapecropsandflowerswereplantedinsuccession.Five-starloquat-basedfruitforestbaseswereestablishedinYaojiawan,Nahui.Sevenvillagesestablished5,000Muhigh-qualityandhigh-yieldricebases,2,000Muvegetablebases,morethan1,000Mucharacteristicorchardsandflowerorchardswithgreenedgeflowersasthecenter.Keyword:NewruralconstructionConstraintsMeasures.目录一、M市万峰林街道新农村建设现状..................................................................1（一）新农村建设的含义................................................................................1（二）新农村建设的意义....................................................
