摘要随着社会的发展，越来越多的青少年选择外出务工，我国农村空巢老人的数量也在与日俱增，据统计，当前我国60岁及以上的老年人口数量为2.6402亿，占我国总人口的比重达到18.7%，这些数据表明，中国已经成为一个老龄化国家。人口老龄化的逐年增加，农村也随之出现“空心化”、“空巢村”等问题。人口老龄化的剧增考验着政府的执政能力，面对如此困境，政府更应该积极寻求办法来解决农村养老问题，这有助于构建社会主义新格局，维护社会安定团结，构建社会主义和谐社会。然而，中外研究学者对谁应该负责老年人的养老问题存在很多争议，各国的做法也不尽相同，有些国家的养老问题完全由政府支持，而有些国家则由几个方面共同承担。本文界定了政府在中国农村老年人养老中的责任，还建议在农村地区照顾老人的主要责任由政府来承担，并且和家庭、社会、个人合作。在这项工作中，对新朝阳村进行了实地调研，然后分析出了农村养老的现状，研究了政府在农村老人养老规定中存在的一些问题及原因，并提出政府如何提升对农村老人养老的责任意识。关键词：人口老龄化农村空巢老人养老问题政府责任AbstractWiththedevelopmentofsociety,moreandmoreyoungpeoplechoosetogoouttowork,andthenumberofemptynestersinChina'sruralareasisincreasingdaybyday.Accordingtostatistics,thenumberofelderlypeopleaged60andaboveinChinais264.02million,accountingfor18.7%ofChina'stotalpopulation.Theageingofthepopulationisincreasingyearbyyearandwithittheproblemsof"hollowingout"and"emptynestvillages"inruralareas.Inthefaceofthisdilemma,thegovernmentshouldactivelyseekwaystosolvetheproblemofruraloldage,whichwillhelptobuildanewsocialistpattern,maintainsocialstabilityandunity,andbuildaharmonioussocialistsociety.However,thereismuchdebateamongChineseandforeignresearchersandscholarsastowhoshouldberesponsiblefortheelderly'soldage,andpracticesvaryfromcountrytocountry,withsomecountrieshavingtheissueofoldagefullysupportedbythegovernment,whileothershaveseveralpartiessharingtheresponsibility.Thispaperdefinesthegovernment'sresponsibilityinthecareoftheelderlyinruralChinaandalsosuggeststhattheprimaryresponsibilityforcaringfortheelderlyinruralareasrestswiththegovernmentandinpartnershipwithfamilies,societyandindividuals.Inthiswork,fieldresearchwasconductedinthevillageofXinChaoyang,andthenthecurrentsituationofelderlycareinruralareaswasanalysed,someoftheproblemsandcausesofgovernmentprovisionforelderlycareinruralareaswereexamined,andwaysinwhichthegovernmentcouldraiseawarenessofitsresponsibilityfortheelderlyinruralareasweresuggested.Keywords:populationaging;ruralempty-nesters;pensionproblem;governmentresponsibility目录一、绪论.......................................................1（一）研究背景及研究意义..................................................1（二）国内外研究现状......................................................3（三）研究内容及研究方法..................................................5二、农村多元养老中政府履责现状分析.............................4（一）新朝阳村空巢老人基本状况............................................4（二）农村多元养老中政府责任定位及必要性..................................7三、农村多元养老中政府履责存在的问题...........................9（一）政府制定的法规政策不够完善..........................................9（二）政府资金投入不足....................................................9（三）政府的宣传引导作用不足..............................................9四、政府在农村多元养老中履责不到位的原因......................10（一）政府的法律制度不完善，法治观念淡薄..............................
