提升江苏省南京市社区养老服务对策研究摘要Abstract随着中国社会主义市场化的加速完成，我国目前老龄化速度显著提升，预计到2020年将完全进入老龄化社会。在这种社会背景下，养老需求持续增加，养老供需矛盾进一步显现，传统社会下以机构养老、家庭养老为主的模式逐渐满足不了城市老年人的养老需求，新形势下的社区养老逐步成为当前城市居民解决养老问题的首要选择。解决社区养老模式中的供需矛盾，了解社区养老供需现状及其解决对策，对研究我国养老模式的路径，促进社区养老模式良性运营有着深刻的现实意义。本论文集中选取笔者所在的江苏省南京市的社区为研究对象，选择南京市社区为本文的研究对象主要由于南京市的人口老龄化水大大高于全国平均水平，而作为一线城市圈，社区养老服务起步较晚，供需严重失衡，符合我国大部分城市的养老现状又具备大城市的典型性。本论文以我国人口老龄化的现状特点为背景，指出社区养老为我国当前老龄化养老的新型趋势。通过对现阶段我国推行社区养老服务的必要性和可行性进行分析，根据社会调研，运用南京部分社区的老年人服务中心作为案例，具体分析了成功社区的实施做法以及实施困境，本篇论文的研究思路主要是根据当前城市养老模式的实证案例，结合常规的养老问题的做法进行一种比较式分析，同时还根据南京市社区的成功案例进行衍生，但重点根据实际案例进行实证式结构分析参与过程中各方主体的行为和影响因素是本文的创新之处。WiththeacceleratedcompletionofChina'ssocialistmarketization,China'scurrentagingratehasacceleratedsignificantly,andithasfullyenteredtheagingsocietyby2020.Undersuchsocialbackground,thedemandforpensionhasbeenincreasingcontinuously,andthecontradictionbetweensupplyanddemandofpensionhasbeenemerging.Theinstitutionalpensionandfamilysupportmodeunderthetraditionalsocietyhasbeengraduallyunabletomeetthepensiondemandsoftheelderlyinurbanareas.Underthenewsituation,communityeldersecurityhasgraduallybecomethefirstchoiceforurbanresidentstosolveretirementissues.TosolvethecontradictionbetweensupplyanddemandinthecommunityeldersecuritymodeandtounderstandthecurrentsituationandcountermeasuresofthesupplyanddemandofcommunityeldersecurityhaveaprofoundpracticalsignificanceinstudyingthepathofpensionmodeandpromotingthebenignoperationofthecommunityeldersecuritymodeinChina.Thispaperselectedthecommunitywheretheauthorlived,NanjingcityinJiangsuprovince,astheresearchobject.ThemainreasonchoosingthecommunityinNanjingastheresearchobjectisthatthepopulationaginglevelinNanjingissignificantlyhigherthanthenationalaveragelevel.Besides,asafirst-tiercitycircle,itscommunityeldersecurityservicesstartedrelativelylater,andthereisaseriousimbalancebetweensupplyanddemand,whichisinaccordancewiththepensionsituationinmostcitiesofChinaandprovidedwiththetypicalityofmetropolis.BasedonthecurrentsituationofpopulationaginginChina,thispaperpointsoutthatthecommunityeldersecurityisanewtrendofagingsecurityinourcountry.Throughthenecessityandfeasibilityanalysisofimplementingcommunity-basedeldersecurityservicesatcurrentstageofChina,andtakingpartofcommunityelderlyservicecentersinNanjingasexamples,weconductedadetailedanalysisoftheimplementationpracticesanddifficultiesofsuccessfulcommunitiesaccordingtosocialinvestigation.Themainresearchideaofthispaperistoconductacomparativeanalysiscombinedwiththeconventionalpracticeofpensionissuesaccordingtothecurrenturbanpensionmodeempiricalexamples,andatthesametime,tomakederivativeworksbasedonthesuccessfulcasesofNanjingcommunity.However,theinnovationsofthispaperarevarioussubjects’behaviorandinfluencingfactorsintheempiricalstructuralanalysisandparti...
