绥化安达市农村集体经营性建设用地入市现状、成效分析与前景展望摘要：2015 年由党中央的全面深化改革领导小组提出进行全国经营性建设用地入市改革，说明农村集体经营性建设用地入市制度改革已经被国家推上日程，且改革试点的工作被延长至 2019 年 12 月 31 日。本研究以有关全国各地改革试点研究的文献资料作为经验储备，以黑龙江省安达市为例对农村集体经营性建设用地入市改革现状，用 AHP-FCE 模型计算不同土地建设项目的经济效果，提出项目选择方案。通过与其他试点的对比，总结安达市土地入市的困境并提出解决策略。关键词：安达市，农村集体经营性用地，入市，建设用地 ，AHP-FCE 模型，困境，策略Absrtact: In 2015, the Leading Group of the CPC Central Committee's Comprehensive Deepening Reform proposed to carry out the reform of the nationwide market entry system for operational construction land, which shows that the reform of the market entry system for rural collective operational construction land has been put on the agenda of the state, and the work of the pilot reform has been extended to December 31, 2019. This research regards the documents and materials about the pilot study of reform all over the country as the experience reserve, takes Anda City of Heilongjiang Province as an example, calculates the economic effects of different land construction projects with AHP-FCE model, and puts forward the project selection scheme.
