城乡义务教育均衡发展的转移支付研究——以南宁市兴宁区为例 摘要：我国城乡义务教育的发展存在着严重不平衡态势，将会带来严重的社会负面效应，可是农村基层政府由于受到财力制约无法满足农村义务教育发展的需要，财政转移支付是解决城乡义务教育发展不均衡的重要手段，因此，必须要完善的义务教育财政转移支付制度，以保证国家和省级政府增加的义务教育经费更多的向农村义务教育倾斜，促使城乡义务教育均衡地发展。本文运用文献分析法和调查法，对南宁市兴宁区城乡义务教育在财政差距进行研究，通过财政转移支付对南宁市兴宁区城乡义务教育均衡发展所发挥的作用进行理论和实证分析，指出现行的财政转移支付在义务教育的发展上发挥了非常显著的作用，对城乡义务教育均衡发展也有一定的作用。可是由于财政转移支付在城乡义务教育经费配置上没有明确的规定，在实现城乡义务教育均衡发展目标尚存在明显的缺陷。为此，论文提出了要考虑地区差异，选择适合的财政转移支付形式，发挥此项制度的强大作用，建立独立的教育财政预算，在此基础上还要建立均衡化的拨款制度，以确保教育投入向农村义务教育倾斜，缩小城乡之间的差距，所有这些都需要完善的评价和监督机制予以保障。关键词：城乡，义务教育均衡发展，财政转移支付Urban and rural compulsory education of balanced development of transfer payment Abstract：The development of urban and rural compulsory education exists serious imbalance, will bring serious adverse effects, but the society of rural grassroots governments due to financial restriction cannot satisfy the needs of the development of rural compulsory education, financial transfer payment is to solve the urban and rural compulsory education is an important means of unbalanced development, therefore, must perfect the obligation education financial transfer payment system and to ensure the national and provincial governments to increase education funds more obligation to rural compulsory education and rural compulsory education to tilt balanced development.This paper document analysis and investigation, the three rural obligation to nannin...
