In some national defense enterprises, however, the outcome of informatization construction is not often as satisfied as people expect, and many informatization projects became “tail rot” ones. After studies, it is found that the main reason is not about whether the investment is sufficient or not, or whether the hardware technology is perfect or not, but many people having the misconceptions about it and therefore resulting in failure of good behaviors. Thus, the first effort we should do is to clarify the misconceptions many people have when they cognize the informatization construction.
