【Abstract】 It is an economic society that is driven by an economic information,information Technology is becoming more and more an important means of getting Knowledge and information in people's life。 The developments of technology is affecting themanagement of human society.Along with the development of computer—based information technology。The traditional bureaucratic system of administration begins to change into the new public management model。The new public management model use market mechanisms to improve administrative performance，its new organizational structure and the formation of management methods are particularly dependent on information technology. The application of information technology have had a significant impact to implement the new public management in government decision-making, management process reengineering，administrative supervision, and organizational restructuring。 The establishment of a complete set of public administration information systems,this not only improves the efficiency of government social services，it also can make more emphasis on information that can be to maximize used by the society,and create the maximal social value.
