后疫情时代河南省公共卫生治理体系研究摘要随着人们卫生意识的进步，对于保障公共卫生提出了更多的要求，而我国也正是处于国家治理发展阶段，对于相关的国家治理体系也不断的进行完善，公共卫生治理作为国家治理体系中重要环节，其重要性不言而喻，关系到全国人民的公共卫生健康安全，后疫情时代的到来也对我国卫生治理提出了更多要求，要求不断的提高卫生治理的能力与体系建设，更全面的保障社会公众的公共卫生安全。新冠肺炎疫情的常态化对公共卫生治理体系提出了新的要求。为了能够更好的实现健康中国战略，保障人民群众的公共卫生健康安全，必须要加紧步伐，加快落实公共卫生治理的相关策略，保障民众生命安全，满足人民群众对于公共卫生安全和健康安全的要求。本文将会基于相关概念的辨析，正确界定公共卫生治理与公共卫生体系的含义，并且对于在应对新冠疫情中的举措进行分析，探究后疫情时代对公共卫生治理体系的新要求，结合河南省公共卫生治理体系现状，总结出此次新冠肺炎疫情防控过程中，河南省公共卫生治理体系中存在的不足。河南省公共卫生治理体系发展至今已然具有完备的框架内容，但在此次疫情中却也暴露河南省公共卫生治理体系中仍然存在不足，显示出河南省公共卫生治理体系未来在公共卫生常态化治理中需要从多个方面进行完善，即从治理理念、治理主体、治理制度、治理职能以及治理技术手段五个方面进一步加强公共卫生治理体系的建设，从而更好的推动我国公共卫生治理体系的健全化。通过完善河南省公共卫生治理体系中的不足，对加强河南省未来常态化公共卫生治理能力、提升预防突发公共事件和重大疫情的能力、保障我国公民群众的健康安全、落实完善健康中国战略、整体提升河南省治理能力和治理体系现代化具有非常重要的现实意义。关键词：公共卫生；公共卫生治理；公共卫生治理体系；公共卫生治理职能PAGE\*MERGEFORMAT43AbstractWiththedevelopmentandprogressofthesociety,people'srequirementsforhealthandsafetyareincreasinglyhigh.Ourcountryisinastateofthereformofmanagementsystemandmanagementabilityofmoderndeepwaterarea,publichealthmanagementasanimportantpartofnationalgovernance,relatedtopublichealth,healthandsafetyofthepeoplethroughoutthecountry,aftertheoutbreakoftheadventofmorerequireslocalgovernmentstopromotepublichealthmanagementsysteminourcountryconstruction,improvingthecapacityofpublichealthmanagementsystemandmanagementmodernization.ThenormalizationofCOVID-19hasputnewdemandsonthepublichealthgovernancesystem.InordertobetterrealizethehealthyChinastrategyandprotectthepublichealthandsafetyofthepeople,itisnecessarytoenhancethepublichealthgovernancecapacityandgovernancesystemmodernizationinmultipledimensions,soastofullyimplementthedevelopmentrequirementsofChina'shealthyChinaandmeetthepeople'srequirementsforpublichealthsafetyandhealthsafety.Accordingtotherelatedtheoriesandconceptsofpublichealthgovernance,thispapersortsoutanddefinestheconnotationofpublichealthgovernanceandpublichealthgovernancesystem.BasedonabriefreviewofthehistoryofCOVID-19epidemicandthecurrentsituationofpublichealthgovernancesysteminHenanProvince,thedeficienciesinthepublichealthgovernancesysteminHenanProvinceduringthepreventionandcontrolofCOVID-19epidemicweresummarized.ThepublichealthgovernancesystemofHenanProvincehasbeendevelopedwithacompleteframeworksofar,buttheoutbreakofthisepidemichasalsoexposedthattherearestilldeficienciesinthepublichealthgovernancesystemofHenanProvince.ItshowsthatthepublichealthgovernancesysteminHenanProvinceneedstofurtherstrengthentheconstructionofpublichealthgovernancesystemfromfiveaspectsofgovernanceconcept,governancesubject,governancesystem,governancefunctionandgovernancetechnologyintheprocessofnormaliza...
