摘要在中国经济快速增长、数据大爆炸的背景下，政策的制定者就需要专业的机构出谋划策，做出专业的、科学的、具有前瞻性的决策。高校智库拥有较完整的人才结构、特殊的社会地位、较强的独立性而成为的一种特色智库。但是，总体上我国高校智库建设明显落后，与国家经济发展的需求存在着很大的不足，特别是在高校智库政策成果转化方面存在着诸多的问题，如政策成果转化率低，政策成果转化时效长，高校智库政策成果转化是高校智库实现其价值关键的一步。因此，本文通过对高校智库政策成果转化概念的界定、作用和重要性进行简单介绍，从多角度找出我国高校智库政策成果转化存在的问题，然后从政府、高校智库、社会角度提出解决当前我国高校智库政策成果转化存在问题的解决措施。关键词：高校智库；高校智库政策成果转化；问题；解决措施AbstractInthecontextofChina'srapideconomicgrowthanddataexplosion,policymakersneedprofessionalinstitutionstoadviseandmakeprofessional,scientificandforward-lookingdecisions.Theuniversitythinktankhasbecomeakindofcharacteristicthink-tankbecauseofitstalentsgathering,deeptheoreticalaccumulation,transcendentsocialstatusandstrongindependence.However,onthewhole,theconstructionofuniversitythinktanksinourcountryisobviouslylaggingbehind,andthereisagreatshortagewiththedemandofnationaleconomicdevelopment.Especially,therearemanyproblemsinthetransformationofachievementsofuniversitythinktanks,suchasthelowconversionrateofachievementsandthelongperiodoftimeforthetransformationofachievements.TransformationofUniversitythinktanks'AchievementisthekeytorealizethevalueofUniversitythinktanksAstepinthekey.Therefore,throughabriefintroductiontothedefinition,functionandimportanceoftheconceptofthetransformationoftheachievementoftheUniversitythinktank,thispapertriestofindouttheproblemsinthetransformationoftheachievementoftheUniversitythinktankfrommanyangles,andthenfromthegovernment,theUniversitythinktankandthesocialpointofviewtosolvetheproblemofsolvingtheproblemsinthetransformationoftheintellectualstorageoftheUniversitythinktanksinourcountry.Keywords:Universitythinktank;universitythinktankachievementtransformation;problem;solution研究该课题的依据在于近几年以来，我国高校智库发展迅速，在机构数量上明显增多，在相关论文发表方面，数量也快速上升。高校智库由于具有较为完备的人才结构，可靠的资金来源和特殊的社会地位而成为一种特色的智库。高校智库在中国智库体系中占有了十分重要的地位。高校科学研究的重要体现是实现其科学研究成果转化。但是在高校智库政策成果转化方面，存在着诸多的不足。随着我国社会转型进入关键时期，高校智库成果能得到充分的利用，为党和国家科学决策提供强大的理论支撑，已经成为时代重要的课题。[[endnoteRef:0]]研究本课题具有重要理论意义与现实意义。我国高校智库政策成果转化，能够充分发挥高校智库的特殊作用。高校智库有着多方面的优势，如多学科、多领域人才聚集、深厚的理论积淀、较强的独立性。但也有诸多的问题，如决策咨询研究成果成果少，准化率低；高校与政府联系不紧密，研与用脱节；单一学科模式导致研究的的广度、深度不够；缺乏对智库研究的科学评价。高校智库的发展，能够推进学术理论的发展，专家学者有时间和精力去研究世界前沿的问题。高校智库成果的转化，能够将理论知识指导实践，更好的运用于实践。如何充分发挥高校智库的成果，发挥高校智库的优势地位，有待于进一步思考。高校智库成果的成功转化，不仅可以使智库的研究成果尽快转化为生产力并从中获取收益，还可以提高其知名度和影响力，对于促进高校智库的健康、可持续发展有着十分重要的意义。当前，应紧紧抓住成果转化这个“关键点”，创新有利于成果转化的制度和机制，破除不利于成果转化的瓶颈束缚，从根本上促进特色新型高校智库又好又快发...
