摘要20世纪70年代初，以信息技术发展为代表的新兴科技革命及其应用逐渐兴起，蓬勃发展。尤其是进入20世纪90年代以后，互联网的高速发展为发达国家的领导人倡导和推动电子政务提供了很好的机会。电子政务已经进入所有工业化国家的政治议程。21世纪初，电子政务在全球范围内普及，现代信息技术和国家政府改革创新融合的特点日益明显。电子政务已成为推进行政体制改革，提高政务效能，促进服务型政府建设的重要手段。但是，电子政务建设初期存在高投入和低项目成功率，为了解决这一问题，“电子政务绩效评估”应运而生。作为一种战略管理工具，“电子政务绩效评估”具有巨大的发展空间。然而，作为电子政务建设重要组成部分，我国电子政务绩效评估未能跟上时代的步伐，存在以下三个问题亟待解决，包括：人们对电子政务绩效评估的认知不足。现行的电子政务绩效评估体系仍然不完善。关于电子政务绩效评估的相关法律体系仍然不够完善。针对以上问题，本文主要采用材料分析法，案例比较法和比较分析法，分析其成因，并从以下三个角度解决。首先，针对人们的认知不足，国家可以加强对电子政务绩效评估的信息普及，提高认识。其次，针对现行的不完善的评估体系，可以通过加强相关制度层面的保障，构建科学的评估管理体制。最后，通过健全相关的激励和约束制度，促进电子政务绩效评估体系更加完善化。关键词：电子政务电子政务绩效评估制度保障AbstractSince1970s,newtechnologyrevolutionrepresentedbytheemergenceofinformationtechnologyhasbeenboomingandflourishing.In1990s,therapiddevelopmentofInternethasprovidedagoodopportunityforleadersofallcountriestoadvocateandpromotee-government.Ande-governmenthasbeenputintheagendaofallindustrializedcountries.Intheearlyofthe21stcentury,withthepopularizationofe-governmentintheworld,thecharacteristicsoftheinteractionofmoderninformationtechnologyandgovernmentreformandinnovationarebecomingobvious.E-governmenthasbecomeanimportantmethodtoimpelthereformofadministrativesystem,toimproveefficiencyofe-governmentaffairsandmotivatetheconstructionofservice-orientedgovernment.However,therearehighinvestmentoftheearlyconstructionofe-governmentandhighfailurerate,tosolvethisproblem,"e-governmentperformanceevaluation"takesitappearanceattherightmoment.Asastrategicmanagementtool,e-governmentperformanceevaluationshowsitsdevelopmentspaceandshouldbeemphasized.However,asanessentialpartofe-governmentconstruction,e-governmentperformanceevaluation,hasfailedtokeeppacewithtimesandhasleftthreeproblemstobesolved,including:Firstly,peoplehaveinsufficientrecognitionofe-governmentperformanceevaluation.Secondly,thee-governmentperformanceevaluationsystemisnotperfect.Thirdly,relativelawsandregulationsofe-governmentperformanceevaluationisnotsufficient.Tosolvethesethreeproblems,threestudymethods--dataanalysis,caseanalysisandcomparativeanalysisareemployedinthisstudytohelpanalyzethereasonsforthesesymptomsandsolvethem.Firstly,toimprovepeople’srecognition,countryshouldstrengthenthepopularizationofknowledgeofe-governmentperformanceevaluation.Secondly,tosolvetheimperfecte-governmentperformanceevaluationsystem,countryshouldimprovesystemsecurityandestablishscientificevaluationsystem.Thirdly,topromotee-governmentperformanceevaluationsystemmoresufficient,countryshouldconstructandperfectrelativeincentiveandrestrictivemechanism.Keywords:E-government；E-governmentperformanceassessment;Systemsecurity目录摘要IAbstractII目录III第1章绪论12国内外研究动态2国内研究动态2国外研究动态3电子政务绩效评估6.7绩效评估体系不完善8缺少与绩效评估相关法律法规9电子政务绩效评估的认识上存在不足10我国电子政务绩效评估问题的成因11...
