论世界汽车工业的新发展与我国的对策世界经济专业1999级研究生于海霞内容提要本文分三部分，第一部分论述了90年代以来世界汽车工业生产、贸易和技术的发展情况。第二部分论述了世界汽车工业国际化、全球化及跨国购并情况。第三部分，针对我国汽车工业的现状及入世带来的机遇与挑战，提出了我国汽车工业的发展对策。90年代，世界汽车工业生产增长缓慢，主要是由于传统汽车市场饱和，新兴市场的潜在需求尚未转化为现实需求，再加上日本经济萧条，汽车产量大幅下降所致。在生产的缓慢增长过程中，各国家和地区的发展是很不平衡的。同期，世界汽车贸易呈现出继续扩大的态势，汽车及其零部件贸易仍然是日美欧贸易摩擦的主要根源。90年代，随着电子技术、信息技术及新材料技术的发展，汽车技术也迅速发生了革命性变化，微电子信息技术与传统汽车工业技术融合发展，已成为世界汽车技术创新的主流。汽车工业国际化、全球化的态势也很明显，国际资本合作和国际技术合作都有了新的进展。海外生产规模的扩大是国际化的一个重要方面。美国作为世界第一汽车工业大国，在世界各国的海外生产中仍占据最重要的地位。日本作为世界汽车出口量最大的国家，与欧美各国的贸易摩擦日趋激烈，其海外生产也显得越来越重要了。同时，在全球性跨国购并迅速发展的形势下，各大汽车公司又掀起了跨国购并、重组的浪潮，世界年产百万辆以上的大型汽车公司，已由1997年的16家，改组成了年产400万辆以上的6大集团。我国入世后，汽车工业将置身于一个全面开放的竞争格局。我国汽车工业的现状及世界汽车工业的发展形势，将使我国汽车工业面临新的机遇与挑战。中国汽车工业该如何发展，引起了国内外人士的关注。作者认为，我国汽车工业应把进口替代战略、出口导向战略和跨越战略有机结合起来，形成“创新力跨越战略”。在发展模式上，应坚持以自主开放模式为主导，同时积极发展共同经营模式和外资主导模式，把自主开放模式与共同经营模式、外资主导模式有机结合起来。在此基础上，要制定恰当、得力的发展措施，尽快把汽车工业建设为国民经济的支柱产业。关键词：世界汽车工业全球化跨国购并ABSTRACTThethesismainlyincludesthereparts.Firstly,itintroducesthedevelopmentoftheworldautomobileindustryinitsoutput,tradeandtechnologysince1990.Secondly,itdepictsthenewwavesoftheautoindustry’sinternationalization,globalizationandtransnationalmerge.Thirdly,accordingtothestatusquoofChineseautoindustryandtheopportunityVSchallengeaschinaaccesstotheWTO,thethesisputsupsomecountermeasuresforthedevelopmentofChineseautoindustry.In1990’s,becauseofthesaturationinthetraditionalmarket,thediscrepancybetweenthepotentialdemandandtheactualdemandinthenewemergingmarket,andtheeconomyslumpfortenyearsofJapan,theworldoverallautoproductionincreasesslowly.Asforthetrade,itgrowsstably.Inthemeanwhile,greatchangeshavetakenplaceintheautoindustrywiththecombinationofthemicroelectronictechnologyandthetraditionalautomanufacturingtechnology.Theworldautoindustryhastakenonamoreinternationalizingandmoregloblizinglookin1990’s;internationalcapitalcooperationandinternationaltechnicalcooperationplayakeyroleinthistrend.Infacingoftheacutecompetition,howtodeveloptheChineseautoindustryaschina’sentryintotheWTO?Howtoseizetheopportunitiesforgreatdevelopmentwhilecounterattackingthechallenges?Thethesisofferspropositionsinthreelevels：thesuitablestrategyforChineseautoindustryshouldbethecombinationoftheimport-substitutionstrategy,theexport-orientationstrategyandthecut-acrossstrategy.Asforthedevelopmentpattern,chinashouldsticktotheself-developmentpattern,followedbythejoint-ventureandtheforeigncapitaldominantpatterninthemeantime.Onlybypursuingtheabove-mentionedstrategyandpattern,togetherwithsomeadequatepoliciescanChineseautoindustr...
