I摘要随着全民健身上升成为国家战略，体育公园作为新兴产业在祖国大地上蓬勃发展。体育公园作为运动、娱乐、休闲深度融合的突破点，其管理正在成为研究关注的热点，但是目前我国体育公园管理评价等方面的工作还比较薄弱，还未出台针对体育公园的管理评价指标体系，因此对体育公园管理评价指标体系进行研究不仅“正当其时”，而且“正当其用”。本文采用文献资料法、特尔菲法、层次分析、数理统计法、个案法等研究方法对我国体育公园的概念、类型、特点、功能进行分析，运用系统管理理论和综合评价理论，将体育公园看成是由人、物资、设施和其他资源要素在一定的目标下组成的一体化系统，来对体育公园管理评价指标体系进行了研究，分析了指标设计过程中应遵循目的性与科学性原则、可行性与易操作性原则、定性与定量相结合原则，依据体育公园管理评价理论模型结合体育公园管理涉II及的各个要素，同时参考国家相关文件来初步构建体育公园管理评价指标体系，经过专家调查和指标筛选两个过程，采用层次分析法确定各指标权重，从而构建出体育公园管理评价指标体系体系，然后对指标体系中的每一个评价指标进行释义和制定对应的评价标准，得到体育公园管理评分表，并以长沙市谷山体育公园为例进行实证。通过研究，归纳为五点：（1）体育公园是指体育设施与环境绿化和谐统一、环境布置与运动场地相得益彰、人-体育-环境和谐共生，适宜人们进行体育休闲、运动、健身、娱乐的综合性公共体育园区或场所。（2）体育公园的功能包括提供全民健身的场所、提供体育竞赛场地、提供休闲娱乐设施、提供观赛场所、提供旅游观光服务环境、完善生态环境、宣传体育文化、提供社交场所这八大基本功能，和发展体育商业圈、发展体育科技创新基地、倡导生态与体育结合、提供康复疗养场所、实施生态环境教育这五大拓展功能。（3）体育公园管理评价指标体系主要包括4个一级指标（开放III服务、资源配置、管理情况、综合效益）、12个二级指标和34个三级指标。（4）研制的体育公园管理评价指标体系经过个案验证可靠、有效。（5）提升我国体育公园管理水平的途径包括：拓宽融资渠道，投资经营多元化；完善用人机制，强化人力资源；全面提升管理服务质量，增强受众满意度；挖掘优势，拓展市场，树立体育品牌形象。关键词：体育公园，管理，评价指标体系IVABSTRACTSportsparksareboominginChinaasnationalfitnessbecomesanationalstrategy.Sportsparkfitnessleisureindustry,thenationalfitnessandhealthasthedevelopmentofdepthfusionbreakthrough,itsmanagementisbecomingahottopicofresearch,butatpresentourcountrysportsparkmanagementevaluationworkisstillrelativelyweak,hasnotyetintroducedinviewoftheevaluationindexsystemofthemanagementofthesportspark,sothestudyofevaluationindexsystemofsportsparkmanagementnotonly"thetime",and"asitsuse.Thisarticleusestheliteraturematerialmethod,Delphimethod,ahpanalysis,mathematicalstatisticsmethod,casemethodresearchmethods,suchastheconceptofourcountrysportspark,types,characteristics,functionsandthefuturedevelopmenttrendisanalyzed,onthebasisofthetheoryofsystemmanagementtheoryandcomprehensiveevaluation,thesportsparkisregardedasbythepeople,materials,facilitiesandotherresourcesunderthecertaingoalofintegrationsystem,tostudiedtheevaluationindexsystemofsportsparkmanagement,analysestheindexesintheprocessofthedesignshouldfollowthepurposeandtheprinciplesofscientific,feasibilityandoperabilityprinciples,theprincipleofcombiningqualitativeandquantitative.Basedonthetheoryofsportsparkmanagementevaluationmodelcombiningwiththesportsparkmanagementinvolvesvariousfactors,atthesametimereferenceVstatedocumentsrelatedtopreliminaryevaluationindexsystem,buildsportsparkmanagementaftertworoundsofexpertinvestigationandindexscreeningprocess,usestheanalytichierarchyprocess(AHP)todeterminetheindexweig...
