中文题目：新时代背景下乡村治理困境与对策研究英文题目：Researchonruralgovernancedilemmaandcountermeasuresunderthenewerabackground摘要随着社会经济大发展，我国城镇化发展以及社会转型的进程在不断推进，乡村经济建设也得到了巨大发展。但乡村地区起步较晚，发展缓慢，较之城镇地区经济发展落后，因此，关于农村地区的发展治理问题一直都是国家高度重视的社会问题。党的十九大会议报告上国家发展战略中明确提出了乡村振兴的战略目标，加快乡村地区发展进程，推动实现乡村地区的繁荣与发展。现阶段，国家脱贫攻坚工作也进入到最后至关重要的时期，乡村地区治理成为脱贫攻坚的关键一环，乡村治理工作的有效发展，将进一步推动农村社会的发展。当前受到许多现实因素的制约，乡村治理仍然存在着诸如基层干部腐败、文化观念落后等较多问题，在一定程度影响了乡村经济发展，制约了乡村治理现代化进程。鉴于此，本文主要针对当前乡村治理过程中存在的现实问题进行了研究，深入分析了这些问题存在的主要原因，并结合时代背景和实际意义提出了相应的对策建议，从而为保障国家战略在农村地区的有效实施奠定了良好的基础，推动乡村治理工作的顺利开展，促进在新时代背景下乡村治理问题的有效解决，进而推进乡村治理现代化的进程。关键词：新时代社会背景；乡村治理；现实困境；对策建议IAbstractWiththegreatdevelopmentofsocialeconomy,China'surbanizationdevelopmentandtheprocessofsocialtransformationareconstantlyadvancing,andtheruraleconomicconstructionhasalsoachievedgreatdevelopment.However,theruralareasstartlateanddevelopslowly,whichismorebackwardthantheurbanareas.Therefore,thedevelopmentandgovernanceofruralareashasalwaysbeenasocialissuethatthecountryattachesgreatimportanceto.Inthereporttothe19thnationalcongressofthecommunistpartyofChina,thenationaldevelopmentstrategyclearlyputforwardthestrategicgoalofruralrevitalization,acceleratethedevelopmentprocessofruralareas,andpromotetheprosperityanddevelopmentofruralareas.Atthepresentstage,thenationalpovertyalleviationworkhasalsoenteredthefinalcrucialperiod.Ruralgovernancehasbecomeakeylinkinpovertyalleviation.Theeffectivedevelopmentofruralgovernanceworkwillfurtherpromotethedevelopmentofruralsociety.Atpresent,itisrestrictedbymanypracticalfactors,andtherearestillmanyproblemsinruralgovernance,suchasthecorruptionofgrassrootscadresandbackwardculturalconcepts,whichaffectthedevelopmentofruraleconomytoacertainextentandrestrictthemodernizationprocessofruralgovernance.Inviewofthis,thispapermainlyinviewofthecurrentproblemsintherealityofruralgovernanceprocesswasstudied,themaincauseoftheseproblemswereanalyzed,andcombiningtheerabackgroundandpracticalsignificanceputforwardthecorrespondingcountermeasuresandSuggestions,soastoensuretheeffectiveimplementationofthenationalstrategyinruralareastolayagoodfoundation,topromotethesmoothworkofruralgovernance,promoteunderthebackgroundofnewera,tosolvetheproblemsofruralgovernance,promotethemodernizationofruralgovernance.Keywords:Socialbackgroundofthenewera;Ruralgovernance;Realisticdilemma;CountermeasuresandSuggestionsII目录1导论....................................................................11.1选题背景与意义.........................................................11.2国内外文献综述.........................................................11.3论文的结构及主要内容...................................................31.4论文的研究方法.........................................................42乡村治理相关理论界定......................................................42.1治理概念界定.................................
