摘要农村居民最低生活保障是指对家庭人均纯收入低于当地最低生活保障标准的农村贫困人口进行资金补助，他们根据国家按照最低生活标准提供物质援助来维持基本生活。最低生活保障制度是政府保障农村居民最低生活的最后一道屏障，对于农村经济发展和缩减城乡生活水平差距具有重要的意义。本文以河北省为例，运用文献法和调查法，从相关理论的概述，制度运行的现状，运行过程中存在的问题，问题产生的原因及解决问题的对策几方面展开对河北省农村居民最低生活保障存在问题及对策研究。在研究过程中发现我省在制度运行过程中缺乏科学有效的法律规范，导致在制度执行过程中会发生界定模糊或者发生违反制度规定没有法律依据无法进行处罚的情况，针对此类问题应该加快法律指定的步伐，并且不断完善已出台法律法规，使其适应当代经济发展情况；产生的问题还有财政支投诉率偏低财政压力过大，问题产生的原因与当地经济发展水平息息相关，针对财政压力的问题可以通过鼓励社会团体参与社会救助，政府积极拓宽多方位的筹集资金渠道等方式解决问题；针对制度体系尚未健全的问题，应当根据现实情况完善现存在的制度体系：农村居民公信力偏低，主要依靠政府加大公开力度，工作人员应该耐心解答居民疑惑。河北省农村低保制度运行的现状主要表现为覆盖面和覆盖人数在不断增加，同时政府的财政支出也在不断增加，由此可见，农村低保制度在稳步进行中。关键词：河北省；最低生活保障；社会救助AbstractTheminimumlivingsecurityofruralresidentsreferstotheruralpoorpopulationwhosepercapitanetincomeislowerthanthelocalminimumlivingsecuritystandard.Theyprovidematerialassistancetomaintainabasiclifeinaccordancewiththeminimumstandardoflivingofthestate.Theissueof"agriculture,countrysideandfarmers"hasalwaysbeenattachedimportancetobythePartyandthestate,especiallyin2004,theCentralCommitteeonceagaintooktheagriculturalissueastheNo.1document.In2005,theCentralCommitteeortheagriculturalissueasthefirstdocument,theCentralCommitteewillsolvethe"threerural"issuessoseriously,theremustbeasenseofexistence,sowhatisthesignificanceofthisissuebythenationalattention?Theminimumlivingguaranteesystemisthelastbarrierforthegovernmenttoguaranteetheminimumlifeoftheruralresidents,whichisofgreatsignificancetothedevelopmentofruraleconomyandthereductionofurbanandrurallivinglevel.Theimperfectoftheruralminimumlivingguaranteesystemdeterminesthatitwillhavesomeproblemsinthecourseofoperation.Forexample,therelevantlawsintheoperationofthesystemarenotperfect,leadingtosomeproblemsinthetreatmentoftheexistenceofunclearresults.Therefore,scientificlegalnormsshouldbeintroduced.Ortheproblemofraisingfundsrequiresustocoordinatetheproportionofruralresidents,socialgroupsandthestate.Becausethepublicinformationintensityisnothigh,theresidents'credibilitytothegovernmentisonthelowside,weshouldincreasetheinformationdisclosureintensity.ThispapertakesHebeiprovinceasanexample,usingtheliteraturemethodandtheinvestigationmethod,fromtherelatedtheoryoutline,thesystemoperationpresentsituation,thequestionwhichexistsintheoperationprocess,thequestioncausesandsolvesthequestioncountermeasureseveralaspectstocarryonthequestionandthecountermeasureresearchtotheHebeiprovincecountrysideinhabitantminimumlivingguarantee.Inthestudy,theauthoranalyzestherelativestateoftheforeignminimumlivingguaranteesystem,andtheconclusionsdrawnfromitandthecurrentproblemsinChina.Keywords:HebeiProvince;socialassistance;livingsecurity;目录摘要IAbstractII目录IV第1章绪论11.1国内外研究动态11.1.1国内研究动态11.1.2国外研究动态11.2国选题依据及研究意义21.2.1选题依据21.2.2研究意义21.3研究的内容21.4研究方法3第2章农村居民...
