摘要现代农村经济市场的核心是农村金融市场，金融机构是农村金融体系的重中之重。银监会于2006年提出放宽农村银行业金融机构准入政策，成立并试点包括村镇银行、贷款公司、农村资金互助社、小额贷款公司四类新型农村金融机构，这一举措对于完善农村金融服务体系，满足农村建设需求，促进“三农”发展，有着十分重要的意义。因此对于新型农村金融机的潜在风险防范机制的研究尤为重要。本文是关于新型农村金融机构潜在风险以及其相关防范对策的研究。首先提出课题研究的背景意义及国内外学者们针对这课题的相关研究成果。其次介绍新型农村金融机构的四种形式及各自性质，以我国新型农村金融机构发展现状为基础，针对新型农村金融机构面临的潜在风险，分析其产生的内外部原因和信息不对称的理论原因，再以温州市小额贷款公司风险及防范研究为典型案例分析，从中得出经验结论和启发，从完善风险内部控制，优化经营外部环境及建立健全农村社会信用体系三个方面对我国新型农村金融机构风险防范提出了对策。关键词：新型农村金融机构；潜在风险；风险防范AbstractThecoreofthemodernruraleconomicmarketistheruralfinancialmarket,financialinstitutionsisthetoppriorityoftheruralfinancialsystem.In2006,theCBRCproposedtorelaxtheaccesspolicyofruralbankingfinancialinstitutions.Theestablishmentandpilotingofthefourtypesofnewruralfinancialinstitutions,includingvillageandvillagebanks,loancompanies,ruralcreditcooperativesandmicrofinancecompanies,areaimedatimprovingtheruralfinancialservicesystem,Tomeettheneedsofruralconstruction,promotethe"threerural"development,hasaveryimportantsignificance.Therefore,itisveryimportanttostudythepotentialriskpreventionmechanismofthenewruralfinancialmachine.Thispaperisaboutthepotentialrisksofnewruralfinancialinstitutionsandtheirrelatedcountermeasures.Firstofall,thebackgroundoftheresearchanddomesticandforeignscholarsonthesubjectoftherelevantresearchresults.Secondly,itintroducesthefourformsandthenatureofthenewruralfinancialinstitutions.Basedonthepresentsituationofthenewruralfinancialinstitutionsandthepotentialrisksofthenewruralfinancialinstitutions,theauthoranalyzestheinternalandexternalcausesandinformationasymmetryofthenewruralfinancialinstitutions,Thispaperanalyzestheriskandpreventionofmicro-creditcompaniesinWenzhou,anddrawstheconclusionandinspirationfromthethreeaspectsofimprovingtheinternalcontrolofrisk,optimizingtheexternalenvironmentandestablishingandperfectingtheruralsocialcreditsystem.Institutionalriskpreventionputforwardcountermeasures.Keywords:newruralfinancialinstitutions;potentialrisks;riskprevention目录第1章引言...................................................................................................................................11.1研究背景、目的及意义.....................................................................................................11.1.1研究背景.................................................................................................................11.1.2研究目的.................................................................................................................11.1.3研究意义.................................................................................................................21.2国内外研究现状................................................................................................................21.2.1国外研究现状..........................................................................................................21.2.2国内研究现状...................................
