下载后可任意编辑台湾地区市立图书馆进展概况及制度特征台湾地区市立图书馆进展概况及制度特征 张鹏 任树怀 王艺静 摘 要 经过近百年的进展，台湾地区的公共图书馆制度日益完善。其中，市立图书馆因“普惠”程度更高，在台湾地区各城市市政施政中占据有一定位置，也是考核城市文明开放乃至文化自信程度的重要依据。目前，台湾地区共计拥有 23 个大中小城市（含县辖市）建制，并形成了三级城市体系结构。台北、新北、桃园、台中、台南、高雄六大都会城市和基隆、新竹、嘉义三个县级市在台湾地区城市序列中级别较高。本文以上述 9 座城市为讨论对象，对台湾地区市立图书馆制度开展讨论，特别是考察其总分馆制度、设立和运营标准以及最新组织制度变革情况，以期对中国其他省市的城市图书馆未来进展有所借鉴。 关键词 公共图书馆 台湾地区图书馆 台湾地区城市 Abstract The institution of public libraries in Taiwan Province of China is becoming more and more sophisticated in the past hundred years development. Municipal library service in Taiwan Province of China stands out due to the fact that it benefits more people， and serves as significant part in the principles for municipal government in Taiwan Province of China Because of that， the municipal library service provides a solid basis for the opening-up of cities civilization and the degree of confidence in cities culture. Currently ， Taiwan Province of China has a total of 23 cities （ including county-administered level cities ） ， forming a three-layered hierarchy of the administrative divisions. There are six special municipalities， including Taipei， New Taipei， Taoyuan， Taichung， Tainan， and Kaohsiung， and three highly ranked country-administered cities， including Keelung， Hsinchu， and Chiayi.
