They are also the essential guarantee to realize the macroeconomic objective. The adjustments in industry structure and in human resource structure are mutual basic, mutual conditional and they restriction and acceleration each other. The quantity structure and quality level in human resource structure are the essential reason for adjustment and escalation in industry structure. The influence will emerge to the adjustment and escalation in industry structure as the quality stability of human resource has relative changeable to the industry structure, as the change of the quality in human resource is in head and quantity structure is delayed, and as the feature of the human resource is compound and complicate.
