The city needs to strengthen the protection of the ecological water system in the process of development and construction ， and make rational and scientific use of the urban ecological river resources. Therefore ， in order to better analyze the relationship between the ecological water system and urban development ， this article takes the environmental protection and utilization planning of the Yazhou Section of the Ningyuan River Basin as an example， by analyzing the development status of Ningyuan River and studying its resource protection and utilization， it puts forward some constructive opinions on the development of ecological water system.
