题目： 对网络管制的行政 管理学思考 摘要随着信息技术与互联网的快速发展，网络对公众的影响力不断增强。互联网以其便捷、高效的信息传播速度为人们带来便利的同时，也使负面信息的传播更为广泛。由于人们在互联网上可以高效地进行信息的交流与沟通，网络已经成为舆情多发地，只有政府对网络管制适当，才不会激发群体事件，才能促进社会的稳定。如何对网络进行有效的管制成为我国政府急需解决的问题，在新形势下，政府网络管制势在必行，但是我国政府在网络管制中存在一些问题由于监管机构众多，责任不明确；网络管制立法的实用性有待提高；网络管理方式过于强硬，有失科学等问题影响了网络管理的效果。网络管理是一项事关全局的大事，需要全社会、各部门加强协调，共同努力，加强网络管制要与时俱进，不断创新管制方法。政府要意识到网络舆情管理的重要性，完善良网络管理的立法与方式，从思想源头上进行网络管理，努力形成正气上扬的舆论氛围从而使网络真正成为社情民意的直通车，为和谐社会建设发挥应有的作用。关键词：网络管制；行政管理学；以人为本；对策ABSTRACTWith the rapid development of IT and the Internet, the Internet is its convenient, efficient information propagation speed is convenient, but also the spread of negative information more widely.
