I北京理工大学珠海学院 2020 届本科生毕业论文新形势下社区居家养老服务“3+X”模式初探——以广州市天河区为例摘 要我国已进入老龄化社会阶段，养老问题也成为大众所关注的热点之一。我国主要有居家养老、社区养老、机构养老、家庭养老等几种主要模式，其中，在城市中居家养老模式占较大比例。居家养老不仅可以弥补城市中机构养老等的不足，还符合老年人家中养老的民族传统，是目前解决人口老龄化的主要手段之一。本文以广州市天河区“3+X”模式示范社区为重点研究对象，运用调查法、文献研究法等，在了解“3+X”居家养老服务优点的基础上，旨在探寻“3+X”模式中存在的问题，研究发现，“3+X”居家养老服务主要存在当下养老相关政策颁布缺乏、资源统筹性差、融资渠道单一、服务团队能力有待提高以及老年人居家养老观念落后等问题，针对以上问题，研究建设性提出一些建议，主要包括设计顶层政策结构；整合医疗服务与志愿者资源；拓宽筹资渠道，引入更多资金；提升服务能力，打造以人为本的服务平台以及转变传统养老观念等。在此基础上，研究还分析了国内外社区居家养老服务成功经验参考，主要包括完善多元化服务体系；充分利用现代信息技术；不断创新养老服务内容；建立居家养老服务评估机制等。本研究不仅有利于解决广州市天河区养老模式所存问题，还有助于此模式在全市甚至全国的推广，推动全国各地养老服务不断改进的进度，同时也为人口老龄化问题提供一定的经验。关键词：社区居家养老服务；“3+X”模式；养老问题；广州市天河区II北京理工大学珠海学院 2020 届本科生毕业论文AbstractAt present, our country has entered the aging society stage, and the pension problem has also become one of the hot spots of the public. there are several main modes of home-based pension, community pension, institutional pension and family pension in China, among which the mode of home-based pension accounts for a large proportion in the city.
