农村金融服务体系的创新与完善【摘要】农村金融是一个特定的历史概念，是一国处于二元经济时期所特有的金融现象。金融服务体系改革既是整个金融体系的改革的重要组成部分，也是农村金融机构摆脱困境和加快发展的现实需要，更是加快我国农村经济发展、全面建设小康社会的关键所在。不到满足。本文在对目前我国农村金融服务体系的现状进行分析的基础上，提出新的农村金融服务体系建设的目标和原则，并对新的农村金融服务体系进行了构建，提出了具体的构建措施和政策建议。【关键词】农村金融体系；农村金融服务；农村信用社ABSTRACT：The rural finance is a specific historical concept;it is a peculiar financial phenomenon of dual economy period in one country.The reform of rural financial system is not only an important part of the whole financial system reform,but also objective choice of extricating oneself from a predicament in the rural financial institution,especially being key point of fasting development of rural economy of our country,and building the well-off society in an all-round way. Based on the analysis of the current condition and reasons of rural financial system, this article proposes the target and principles of rebuilding a new rural financial system, also reconstructs the new rural financial system and gives political suggestions on it。Key words ： Rural financial system Rural financial resources Rural credit cooperatives 我国是农业大国，要实现全面建设小康社会的宏伟目标，必须从根本上解决“三农”问题。时隔十几年，全国又开始再次关注“三农”问题，这表明当前“三农”问题十分严峻，解决“三农”问题已成为政府工作的重中之重。在现代市场经济条件下，生产要素的优化配置，归根结底表现为资金的优化配置，聚集资本的能力、速度和数1量客观上决定了一个地区经济发达程度和经济发展速度。在我国农村金融发展过程中，大量农业科技成果的应用、农业基础设施建设、适度的集约化经营、以及农业产业化组织的发展都需要大量的资本投入仅仅依靠农村各经济主体自身蜗牛爬行式的内部积累无法满足其对资金的需求，需要完善的...
