本科论文摘 要提高突发事件的处理对策与管理的水平，关系到国家的经济增长与人民的安全水平是社会治安的客观条件，更是实现全面小康社会的客观必然。本文分别在处理措施及管理水平上对文章进行分析。第一部分，绪论。主要阐述研究的背景及意义，以及国内外对突发事件的处理发展过程，在研究方法上，主要采用理论分析法、文献对比法、调查研究法完成本论文。第二部分，突发事件的处理措施。简单介绍了处理突发事件应具备的步骤、原则、条件等，只有具备充足的理论知识才能更好付诸于实际行动。第三部分，常见突发事件及处理方法，主要对生活中最常见的交通事故、煤气泄漏、触电、电梯困人、火灾五类突发事件进行分析，主要对处理各类不同的事件应具备的流程及注意事项进行概括和总结。第四部分，突发事件的应急管理。应急管理是对突发事件的科学分析，为应急预案的编制提供可靠的资料与整套的体系，也提出了针对不同应急预案的处理最佳时机和处理突发事件的常见问题。第五部分，应急预案的编制及培训管理。对应急预案的总体要求、管理人员和工作人员及应急指挥中心进行主要职责的概述，阐述了每编制一套应急预案应具备的流程及要求。第六部分，总结与展望。对突发事件的处理措施及管理部分进行总结，并对青年提出希望与寄愿，希望有更多的青年人从事此类工作，让应急体制更为全面。关键词：突发事件；应急管理；处理措施；应急预案本科论文AbstractImproving the level of dealing with emergencies and management is related to the economic growth of the country and the security level of the people, is the objective condition of social security, but also the objective and inevitable realization of an all-round well-off society.This paper analyzes the treatment measures and management level respectively.The first part, introduction.This paper mainly expounds the background and significance of the research, as well as the development process of dealing with emergencies at home and abroad.The second part, the emergency measures.This paper briefly introduces the steps, principles and conditions for dealing with emergencies.
