[内容提要] 本文阐述了依法治国的涵义及我国依法治国方略的形成过程。文中通过对历史上依法治国思想的提出，以及历史经验的证明，同时引用邓小平等领导同志有关依法治国的理论思想，以及十五大郑重将依法治国作为一项根本方针和奋斗目标确定下来，并将这一方略写入宪法之中确定下来，充分证明实行依法治国的客观必然性，并通过对以宪治国、加强立法、依法办事、完善监督机制、深化法制宣传等论证了实现依法治国方略的必要的基本环节。全文体现出依法治国思想是治国的根本，为国家长治久安的保证。[关键词] 依法治国;必然性;基本环节Title On rule of law Abstract: This paper describes the meaning of the rule of law and the Rule of Law in China formed.
