招标投标法执法实践中的若干问题【摘要】 介绍了《招标投标法》颁布实施三年多来的若干重要历史作用,即实现了全国工程建设领域招标投标管理法规的协调一致;提出了公开、公平、公正和诚实信用的招标投标原则;实现了中标单位评定标准的重大变革;确立了招标代理机构的法律地位
在分析《招标投标法》执法实践中存在的诸如执法主体不明、缺乏明确的质疑与投诉程序等问题的基础上,提出了完善我国现行建设工程招投标体制的政策建议
