摘要京津冀区域间环境协同治理的目标,不是一方政府所能实现,所以就决定了区域间环境治理需多元主体的协同。虽然京津冀区域是我国参与国际竞争和建设现代化的关键地区之一,但区域间环境协同治理的要求与政府区域管理的不协调相矛盾,另外缺少有力的合作机制约束政府、企业及公众的合作行为,使京津冀地区环境协同治理需要解决一些问题。本文以京津冀区域间环境协同治理为出发点,引用了协同治理、生态环境治理等概念,以协同治理和外部性理论为理论基础。根据当前京津冀地区生态环境协同治理的现状,提出了京津冀区域环境协同治理碎片化、主体参与不充分、政策不协同等问题。从缺乏权威的区域环境协同治理机构、京津冀区域间环境协同治理的意识薄弱以及以GDP为主的政绩考核机制等方面对京津冀区域间环境协同治理问题进行原因分析。最后提出具体对策,建议从主体多元、建立健全机制、信息共享等方面加强京津冀区域间环境协同治理。关键词:京津冀;区域间;环境治理;协同治理AbstractThegoalofcoordinatedenvironmentalgovernancebetweenthebeijing-tianjin-hebeiregionandthebeijing-tianjin-hebeiregioncannotbeachievedbyasinglegovernment.Althoughthebeijing-tianjin-hebeiregionisChina'sparticipationininternationalcompetitionandoneofthekeyareasoftheconstructionofmodernization,buttheregionalenvironmentofcollaborativegovernancerequirementsanduncoordinatedregionalmanagementbythegovernment,theotherthelackofstrongcooperationmechanismconstraintcooperationbehaviorofthegovernment,enterprisesandthepublic,thebeijing-tianjin-hebeiregionenvironmentcollaborativegovernanceneedstosolvesomeproblems.BasedonthecoordinatedenvironmentalgovernancebetweenBeijing,tianjinandhebeiregions,thispaperintroducestheconceptsofcollaborativegovernanceandecologicalenvironmentalgovernance,whicharebasedonthetheoryofcollaborativegovernanceandexternality.Accordingtothecurrentsituationofthecoordinatedmanagementoftheecologicalenvironmentinthebeijing-tianjin-hebeiregion,someproblemssuchasfragmentationofthecoordinatedmanagementoftheregionalenvironmentinthebeijing-tianjin-hebeiregion,insufficientparticipationofthemainbody,anduncoordinatedpoliciesareputforward.Fromthelackofauthorityareaenvironmentofcollaborativegovernanceinstitutions,beijing-tianjin-hebeiregionalenvironmentandcollaborativemanagementconsciousnessweakGDPprimarilyachievementsappraisalmechanismofbeijing-tianjin-hebeiregionalenvironmentalgovernanceproblemscauseanalysistogether.Finally,specificcountermeasuresareputforward,andSuggestionsareproposedtostrengthenthecoordinatedenvironmentalgovernancebetweenthebeijing-tianjin-hebeiregionfromtheaspectsofmultiplesubjects,establishmentandimprovementofmechanismsandinformationsharing.Keywords:Beijing-tianjin-hebei;Regional;Environmentalgovernance;Collaborativegovernance第1章绪论1.1研究背景习近平总书记曾多次强调,“着力扩大环境容量生态空间,加强生态环境保护合作”“良好的生态环境是最公平的公共产品,是最普惠的民生福祉”。京津冀区域环境协同治理是发展的内在要求,也是必然选择。从实施《京津冀及周边地区落实大气污染防治行动计划实施细则》、《京津冀协调发展区域规划方案》等规章制度以来,虽然京津冀区域环境协同治理取得了一定的成果,但京津冀区域环境协同治理仍存在一些问题。环境协同治理水平怎样有效地提升,全面贯彻落实中央政策是京津冀区域共同面临的问题。1.2研究价值1.2.1理论价值一方面是完善和丰富治理理论。从多元主体角度对京津冀区域环境治理进行分析,能够顺应现代社会发展,为环境协同治理理论做一定的补充。另一方面是深化京津冀区域环境协同治理理论发展。通过对京津冀区域环境协同治理的研究,进一步加强理论与实践的结合,丰...
