西昌市W水电站全过程造价管理摘要进入新世纪以来，国家为保证能源供应、加快经济发展、促进西部大开发，制订了优先开发水电的方针。我国目前正处于水电建设的高峰时期，研究水电站工程的全过程造价管理具有突出的现实意义。本文首先阐述了工程造价管理的发展历程。重点介绍了20世纪80年代以来建设项目造价管理的三大主流形式，即由英国学者提出的全生命周期造价管理、由美国学者提出的全面造价管理和由中国造价管理界提出的全过程造价管理。由于我国在现代建设项目造价管理体制和管理理论与方法的研究、推广和应用方面差距还很大，同时我国的建设项目造价管理体制至今仍受计划经济和基于定额管理的体制的影响，所以我国现阶段的最佳选择是推行的基于活动的全过程造价管理的范式，将来条件成熟了再转换为更为先进的全面造价管理的范式。本文以西昌市W水电站为例，采用全过程造价管理的理论和方法，结合水电站工程的基本建设流程和设计阶段划分，从决策阶段、设计阶段、交易阶段、施工阶段和竣工阶段共五个阶段阐述水电站工程的造价管理。从决策阶段的经济评价到设计阶段的设计优化，从交易阶段的招投标管理到施工阶段的执行概算编制和合同管理，直到工程建成发电阶段的竣工决算，在工程建设的各个阶段控制并合理地使用人力、财力和物力，到达业主的投资控制目标，取得良好的经济效益和管理效益。本文所研究的内容是根据我国水电站工程的现状和工程造价管理实际需要确定的，所利用的思路、方法和操作步骤，在水电站全过程造价管理研究工作上有一定的创新性，研究成果及W水电站成功的全过程造价管理经验对我国水电站工程的造价管理工作的发展壮大将具有一定的促进作用，具有较强的现实和理论指导意义。关键词：全过程造价管理；造价控制；成本核算theWholeProcessCostManagementofWHydropowerStationofXichanginSichuanProvinceAbstractInthenewcentury,inordertoensureenergysupply,acceleratetheeconomicdevelopment,andpromotingwesterndevelopment.Thegovernmentformulatestheprincipleofgivingprioritytohydropowerdevelopment.Ithasgreatsignificancethatdoingresearchonthewhole-processcostmanagementofhydropowerproject.Aboveall,thepaperdescribesthedevelopmentprocessofprojectcostmanagement.FocusonthethreemainformsofConstructionProjectCostManagementsincethebeginningof1980's.FirstisproposedbytheBritishscholars,“FullLife-CycleCostManagement(LCCM)”.ThesecondisproposedbytheAmericanscholar,“TotalCostManagement(TCM)”.Thelastisthe“WholeProcessOfCostManagement(WPCM)”,pointedbycostmanagementcommunityinChina.Asthereasonofthemanagementsystemofmodernengineeringandconstructionprojectisdiffergreatlyfromtheresearch、extensionandapplicationofmanagementtheoryandmethods.Themeanwhile,constructionprojectcostmanagementsystemisalsoimpactofplannedeconomyandthesystembasedonthequotamanagementinChina.Sothebestchoiceatthisstageistoimplementthewholeprocessofcostmanagementformofthefuture.Whentheconditionsareripe,thenconvertedtoamoreadvancedformofTotalCostManagement.Inthispaper,WhydropowerinXichangCityasanexample,usingthewhole-processcostmanagementtheoryandmethods,combinedwiththebasicconstructionprocessandthedesignstageofhydropowerproject.FromthefivestagesdescribedtheCostManagementofHydropowerProject,suchasthedecision-makingstage,thedesignphase,thetransactionphase,theconstructionphaseandcompletionphase.Fromtheeconomicevaluationofdecision-makingphasetothedesignoptimizationofdesignphase,fromthebidmanagementoftransactionmanagementtotheImplementationofthebudgetestimatesandContractManagementofconstructionphase,tilltheCompletionAccountsoftheprojectiscompleted.ControlandrationaluseofHuman,financialandmaterialresourcesineverystagesofconstructiontoreachtheowner'...
