IPPP水环境治理项目风险管理研究——以贵阳市南明河二期水环境综治项目为例AStudyOnriskmanagementofPPPwaterenvironmenttreatmentproject——AcasestudyofNanmingRivercomprehensivetreatmentprojectinGuiyang中文摘要水环境治理是生态文明建设的重点领域之一。在我国，流域治理的主要资金来源是政府财政预算，巨额的资金缺口使得各地政府必须要找到另一种融资的模式，这种模式就是政府和社会资本合作模式（PublicPrivatePartnership，PPP）为水环境治理带来了新的机遇，一定程度缓解了大型项目资金紧张、效率低下等问题。当前PPP项目模式已经被国家广泛普遍的适用于公共基础设施建设，获得了部分成果。当前，我国属于PPP发展爆发期，越来越多的行业引入PPP模式，社会资本以多种模式参与到过去只能由政府组织的项目中去，实现了社会资源的重新整合。我们不能简单地把它理解为一种融资模式。它是一个从融资到管理再到最终交付的全过程系统。该模式的核心是创新融资后政府管理机制，以促进国家经济建设。本文对选取的南明河水的环境工程公私合作项目(PPP)的典例做了细致的研究，对水环境治理PPP项目效益及风险进行分析，详细介绍了水环境治理项目的经济、社会、环境效益从而得出水环境治理项目实施的意义。对项目全流程风险管理进行详细阐述，从关键风险点识别到分析，明确风险分担机制，提出风险管控对策。关键词：PPP，水环境治理，风险管理，南明河AbstractWaterenvironmenttreatmentisoneofthekeyareasofecologicalcivilizationconstruction.InChina,themainsourceoffundingforwatershedmanagementisthegovernmentbudget.Thehugefundinggapmakeslocalgovernmentshavetoseeknewfinancingmodels.Publicprivatepartnership(PPP)hasbroughtnewopportunitiesforwaterenvironmenttreatment,andalleviatedtheproblemsoffundshortageandlowefficiencyoflarge-scaleprojectstoacertainextent.Atpresent,PPPmodehasbeenwidelyusedinpublicinfrastructureconstruction,andhasachievedcertainresults.Atpresent,ChinabelongstotheoutbreakperiodofPPPdevelopment,moreandmoreindustriesintroducePPPmode,andsocialcapitalparticipatesintheprojectsthatcanonlybeorganizedbythegovernmentinavarietyofmodes,realizingthereintegrationofsocialresources.Wecannotsimplyunderstanditasafinancingmode.Itisawholeprocesssystem,fromfinancingtomanagementandthentofinaldelivery.Thecoreofthismodeistoinnovatethegovernmentmanagementmechanismafterfinancing,soastopromotethenationaleconomicconstruction.BasedontheclassiccaseofNanmingRiverenvironmentaltreatmentPPPphaseIIproject,ThispaperstudiesthebenefitsandrisksofthePPPproject,andintroducesthesignificanceoftheimplementationoftheprojectindetail.Thepaperelaboratestheriskmanagementofthewholeprocessoftheproject,fromtheidentificationtoanalysisofkeyriskpoints,clarifiestherisksharingmechanismandputsforwardtheriskcontrolcountermeasures.Keywords:PPP,waterenvironmenttreatment,riskmanagement,NanmingRiverIII目录中文摘要.........................................................................................................................IAbstract...............................................................................................................................II目录....................................................................................................................................III第一章绪论.........................................................................................................................1第一节选题背景及研究意义......................................................................................1一、选题背景.................................................................................
