QFD技术在工程造价审计行业应用研究摘要：质量功能展开（QFD）是一种通过一系列数学矩阵，把用户或市场的要求转化为设计要求、零部件特征、工艺要求、生产要求的多层次演绎分析方法。从系统论的观点来看，QFD方法是一个具有输入、过程和输出的复杂的系统，是在一个组织中引进和树立跨学科、重视工序的思想并采取这类措施的理想途径。QFD技术在工程造价审计行业已经开始应用，结合目前己有的研究成果和审计工作实践，我们认为，QFD技术是指审计人员旨在提高被审计对象的绩效这里的绩效既指经济效益，也指被审计对象的合规性、合法性等，对被审计对象进行适时评价、持续监督和及时反馈的一种审计模式。QFD技术有效提高了项目建设的质量和效益，有效避免了事后审计“虽然查出问题，但己既成事实，纠正起来难度较大”这一难题，因此其自诞生开始，就得到了社会的普遍好评。从实践效果看，QFD技术在监督财政资金的管理使用、防止损失浪费、促进国家有关政策的贯彻落实、提高资金使用效益等方面发挥了积极作用，取得了显著的成效，更加有效地发挥了审计部门的“免疫功能”，实现了审计理念的改变和审计模式的转变，不仅完善了传统的审计方式，而且推进政府完善制度、改进机制，有效发挥了审计部门的保障和促进作用。根据现有操作模式和QFD技术的概念，笔者认为:全过程QFD技术，是指在项目实施的各个阶段进行事前、事中、事后控制，采取全程QFD技术模式进行的政府建设项目效益审计。建设项目QFD技术是效益审计的一种新的探索方式，是促进提高项目建设的经济性、效率性和效果性的审计。本文以云南志成工程造价咨询公司引入QFD技术的实践应用为例，主要从客户要求、技术竞争力、服务满意度三个方面进行了叙述。关键词：QFD技术；工程造价；审计；应用；研究Abstract:Thequalityfunctiondeployment(QFD)isakindofmatrixthroughaseriesofmathematics,therequirementsoftheuserorthemarketintothedesignrequirements,componentcharacteristics,technicalrequirements,theproductionrequirementsofmulti-leveldeductiveanalysismethod.Fromtheperspectiveofsystemtheory,theQFDmethodisacomplexsystemwithinput,processandoutput,isintroducedinanorganizationandestablishtheideaofinterdisciplinary,attachesgreatimportancetotheprocessandtheidealwaytotakesuchmeasures.QFDtechnologyhasbeenusedinengineeringcostauditingindustry,combiningtheexistentresearchresultsandtheauditpractice,webelievethatQFDtechnologyreferstotheauditorstoimprovetheperformanceoftheobjectbeingauditherereferstotheperformanceofbotheconomicbenefit,andinthecaseofcompliance,legitimacyoftheaudit,etc.,toevaluatetimelyauditobject,continuousmonitoringandtimelyfeedbackofanauditmodel.QFDtechnologyeffectivelytoimprovethequalityandefficiencyoftheconstructionoftheproject,effectivelyavoidthepostaudit\"althoughfindoutproblems,buthasafaitaccompli,correctingdifficult\"thisproblem,soitssincebirth,getthesociety'suniversalhighpraise.Fromthepracticeeffect,QFDtechnologyinsupervisionandmanagementoffinancialfunduse,preventlossofwaste,promotetheimplementationofrelevantstatepolicies,increasingtheusebenefitoffundshasplayedapositiverole,hasobtainedtheremarkableresult,moreeffectiveplaytotheauditingdepartment\"immunity\",implementstheconceptofauditchangeandauditmodetransformation,notonlyimprovethetraditionalwayofaudit,andpromotingthegovernmentimprovethesystem,improvethemechanism,theguaranteeofeffectiveplaytotheauditingdepartmentandpromotetherole.AccordingtotheexistingoperatingmodeandconceptofQFDtechnology,theauthorthinksthat:thewholeprocessofQFDtechnology,referstothestagesofprojectimplementation,toadvancecontrolapproaches,takingthewholeQFDtechnologymodelofgovernmentbenefitauditofconstructionprojects.Constructionproje...
