摘要在长达几千年的农业社会中，人类与自然一直和睦相处，“不违农时，数罟不入洿池，斧斤以时入山林”。自然是人类的衣食住行的提供者，然而，进入工业社会后，这种平衡打破了。我国环境随着经济的粗放式发展被不断破坏，环境问题不断凸显，环境越来越制约着经济的可持续发展，因此，对人材的环保素养有了新的时代要求。环保素养影响一个人的思维方式。具备良好的环保素养，那么政府工作者在制定政策时，就会综合考虑政策的经济效益和社会效益，科学地制定政策。人们环保素养的提高就会理解政府的环保政策、执行政府的环保政策，这就有利于政府环保政策的落实。环保素养的提高就会理解法律在协调人与环境关系、规范环保行为中的作用，这就会促进环保立法工作；环保素养的提高也会使得人们对环境质量有更高要求，就会促使环保执法向更严的方向发展。人们环保素养的提高就会产生环保的需求，企业为了满足这些需求，就会发展、创新环保科技。科学技术是第一生产力，有了科技的保障，各项环保的工作就开展的更顺畅了。小学作为九年义务教育的开始阶段，几乎是每个人都要经历的阶段，研究小学生的环保素养具有特殊的意义和价值。咸阳作为一个西部三线城市，经济发展水平与沿海发达地区有较大差距，在这样一个经济较为落后的地方，研究小学生的环保素养的现状，对西部的环保教育工作有一定指导意义。关键词：环保素养；小学生；教育AbstractInthehistoryofhumanagriculturesociety,humanhasbeengetalongwellwithnature,Notobeyseedandharvesttime,notusefineandcloselywovenfishingnettofish,obeytimetocuttrees.Natureistheproviderofhuman’cloth,food,houseandtransportation,however,thebalanceisbrokensinceindustrysociety.Theenvironmentofourcountryisdestroyedwiththeextensivewayofeconomicdevelopment,environmentalproblemsareprominent,environmentproblemsarebecomingafactortorestricteconomy.Therefore,higher,newtimerequirementstoatalentedpersonaboutenvironmentliteracyhasbeenaroused.Environmentalliteracyinfluencesaperson’smodeofthinking.Ifthegovernorspossessgoodenvironmentalliteracy,theywillthinktheeconomicbenefitsandsocialbenefitsofthepoliciescomprehensivelyandmakemorescientificpolicieswhenestablishthepolicies.Withhighenvironmentalliteracy,thepersonwillunderstandenvironmentpoliciesofgovernment,willcarryouttheenvironmentalpoliciesofgovernment.Therefore,itwillbebeneficialtoimplementenvironmentalpoliciesofgovernment.Theimprovementofenvironmentalliteracywillmakepeopleunderstandhowlawsworkincoordinatetherelationshipofpeopleandenvironment,howlawsworkinregulateenvironmentbehaviors,whichwillpromoteenvironmentallegislation;theimprovementofenvironmentalliteracyalsowillmakepeopledemandhigherthanbeforeinenvironmentquality,whichwillpromoteenvironmentallawenforcementmorestrict.Theimprovementofenvironmentliteracywillproducerequirementaboutenvironmentprotection,enterprisewilldevelop,innovateenvironmentalscienceandtechnologyinordertosatisfythedemands.Scienceandtechnologyisthefirstproductivepower,withthesafeguardofscienceandtechnology,theenvironmentalworkswilldevelopmoresmoothly.Primaryeducation,whichisthebeginofnine-yearcompulsoryeducation,seemstobeeveryone’sstudystage,therefore,tostudyprimaryschoolstudents’environmentalliteracyhasspecialmeaningsandvalue.XianYangisawesternlinethreecity,ofwhichtheeconomygapisbigwithdevelopedcoastalareas.Inthecitylikethis,tostudythecurrentprimaryschoolstudents’environmentalliteracy,ismeaningfultoenvironmentaleducationinwesternareas.Keywords:environmentalprotectionquality;primaryschoolstudents;education一、前言（一）选题意义在长达几千年的农业社会中，人类与自然一直和睦相处，“不违农时，...
