Through comparing archival work between China and foreign countries and gaining relevant experiences of some foreign countries in participating in global archives governance ， combined with China"s experience in participating in global governance in other areas of information governance， it proposes China"s countermeasures and suggestions in improving discourse power in the global archives governance process.
