However, traditional democracy has many problems, such as the dominance of political elites, the low participation of the masses, and the neglect of the interests of minorities by majority rules. Therefore, it is necessary to transcend and reform the democratic system. This thesis intends to start with Dahl's theory of pluralistic democracy, explore its transcendence and supplement to traditional democratic system. Specifically, this paper will focus on the concept, principles, values and practices of pluralistic democracy, as well as the comparative analysis with traditional democratic system and the exploration of Chinese national conditions.Keywords: pluralistic democracy; traditional democracy; political elites; mass participation; Chinese national conditions
