In the SEA, it is urgent to develop a set of indicators to analyze and assess the plans. In this paper, the historical and current researches on SEA are synthesized，especially on its work process and the features of urban developing area. A lot of methods are applied to select the indicators, including the system analysis，theory analysis，frequency statistic，expert consultation，relative analysis etc. The designed indicator system is of scientific，quantitative and applicable. The proposed indicator system is then applied to Hunnan New Zone (HNZ) in Shenyang City, Liaoning Province for assessing its developing plan.
