福建省三明市城市规划瓶颈思考许勋恩 1（三明学院旅游学院 福建 三明 365004)摘 要:城市规划是城市建设与城市管理的基础与依据，也是人文城市与生态城市建设的有利保障。从城市规划的理论视角,对三明工业城市规划瓶颈进行相关述评,提出破解三明城市进展瓶颈的有效策略:一要树立“生态城市”的规划理念，打造宜居的生态城市;二要确立“以人为本"的城市规划，打造人文城市；三要加强城市规划的制度化建设，用制度构建确保三明城市现代化进程.关键词：三明；城市规划；瓶颈Thinking on the Bottleneck of Sanming Urban Planning XU Xun—en(School of Tourism,Sanming University， FuJian, Sanming 365004, China。)Abstract: Urban planning is the Foundation and basis of urban construction and urban management, and is also beneficial safeguard for the construction of ecological and humanistic city 。 From the perspective of urban planning theory,this paper reviewed the bottlenecks of Sanming industrial city planning firstly ，then proposed effecive countmeasures that solve the bottleneck of Sanming city development：the first is to establish the ideal of the ”eco—city” planning and to build eco—city which makes people live feasible; the secongd is to establish the ”people-oriented” urban planning and to create humanistic city； the third is to strengthen the institutionalization of city planning construction that ensures urban modernization in Sanming.Key words：Sanming;Urban Planning；Bottleneck一、问题的提出中央海西进展战略为海西经济社会的跨越进展作出了具体的部署，对海西城市群建设也提出了巨大的挑战.地处福建省中部的三明市曾作为福建省的工业基地，拥有较高的城市地位。然而，随着经济社会的进展,城市化进程的加快，加上三明山地城市的独特地形特点，三明城市进展现状与科学进展观指引下的生态城市建设的本质要求存在着巨大的鸿沟：城市空间布局混乱，功能配置不合理，“城中村”问题严重，环境污染日益突出、基础设施明显滞后。这些问题的存在已成为提高市民生活幸福指数、阻碍三明城市进展的重大瓶颈给人造成“脏、...
