内容摘要:上个世纪后半叶开始,信息化席卷世界范围,全国各地政府纷纷选择采用电子政务以求提升市民参与及简化政府办事流程。上海市政府把电子政务作为信息化的重点不断努力,现已取得了阶段性成果。但时至今日,上海市民电子政务参与仍局限于运用市长信箱反映实际所遇到的问题或仅仅查看政府网站浏览信息的形式。本文主要运用问卷分析上海市民参与电子政务现状,数据分析之前具体市民参与电子政务的形式与效果的方法,立足上海市政府在电子政务建设发展的背景下,于市民参与部分所存在的不足,并在此基础上提出借鉴其他成功经验,完善市民参与电子政务方式方法及提出完善参与方式的对策建议。 关键字:电子政务,市民参与,微政务Abstract: Since the 1990s, the rapid development of informatization has led governments across the country to adopt e-government in order to increase citizen participation and streamline government procedures. The Shanghai municipal government has made e-government as an informatization priority and has made continuous efforts. Now it has achieved initial results. However, to this day, the participation of Shanghai's civil e-government is still limited to using the mayor's mailbox to reflect the actual problems encountered or simply viewing the government website's browsing information. This paper mainly uses questionnaires to analyze the status of Shanghai's public participation in e-government, analyzes the forms and effects of specific citizens' participation in e-government before data analysis, and based on the deficiencies of the Shanghai government in the part of citizen participation in the context of e-government construction and development.
