电子政务评估必要性与相应对策分析 电子政务评估必要性与相应对策分析 2024-6—5 17：17：53 摘 要： 随着电子政务的全球化推动，电子政务绩效评估讨论也引起了各国的高度重视，许多讨论机构、咨询公司和学者对其展开了深化的讨论和实践。本文在探究电子政务绩效评估必要性的基础上,指出我国在电子政务绩效评估实践中的不足之处，提出相应对策，如建立统一的科学合理评估体系;把经济效益与社会效益相结合；引入第三方评估机构；加强电子政务绩效评估制度建设与人才培育，为中国电子政务绩效评估工作的进一步完善提供参考. 关键词: 电子政务； 绩效评估； 必要性 Abstract：With the globalization of e-government development, e-government assessment has draw a much attention in many countries. Many research organizations, consulting companies and scholars make a profound research for it and practice on it. On the base of necessity of e—government assessment， the article points out the defects in the practice of e-government assessment in our countries, and provides some references for the assessment: establishing a scientific and reasonable assessment system; combiningeconomic benefits with social benefits； introducing the third-party assessment agencies; strengthening system construction of e—government assessment and stuff cultivation so as to offerreferences to the perfection of e—government assessment in China. Key words： e—government; assessment； necessity 电子政务是国家各级政府部门综合运用现代信息网络与现代数字技术，将其内部和外部的管理和服务职能通过精简、优化、整合、重组后到网上实现，彻底转变传统工作模式，打破时间、空间以及部门分隔的制约,为社会公众以及自身提供一体化的高效、优质、廉洁的管理和服务。电子政务作为一种全新的政府管理模式，其本质、内涵、宗旨与我们传统的政务管理模式没有本质的差别，唯一的不同只是方法、手段不同。电子政务建设，离不开大量来自纳税人交纳的税费，同时与一般的建设项目相比，电子政务具有高投资、高收益、高风险、运营周期长以及投资不完全可逆的特点，因此对其进行相应的评估...
