北京理工大学珠海学院 2020 届本科生毕业论文政策工具视角下的广东省博士、博士后人才政策分析摘要博士后制度在我国确定创立时间不长,距今也仅有 30 余年。而恰逢改革开放,经济复苏之时,我国凭借此制度吸纳及培养了大量的博士学者,为日后国家的强盛打下的牢实的基础。广东省作为改革开放时期的重要试验窗口,顺应国家的号召,开始设立试点省市管理部门,推动博士后科研站建立,积极建造省内的人才资源储备库。也因此,广东省汇聚且涌现了大量的博士人才,使得广东省有如今丰硕的成就。通过观察广东省及各市现存的博士、博士后人才政策,可以发现广东省对博士人才的重视程度。也说明除开广东省自身的地理位置,物资丰厚等自然因素,政府推行的政策对博士人才的引导、推导、激励和推进起有较大的作用。本文的主要研究内容自 1998 年-2020 年,也就是现有保存的广东省及各市发布的博士人才政策,基于二维分析框架:行政区域及政策工具,通过收集、分析及研究省及市颁布的人才政策文本,来从而得出政策工具使用不均匀,且用量差距明显的状况,最后以政府及相关群体的角度出发,结合分析情况提出相关建议。关键词:博士;人才政策;政策文本;文本分析 PAGE \* MERGEFORMAT I北京理工大学珠海学院 2020 届本科生毕业论文AbstractThe postdoctoral system has been established in China for a short period of time, only 30 years ago.
