政 府 突 发 公 共 卫 生 事 件 应 急 管 理 能 力研 究摘 要 ： 应 急 管 理 能 力 是 国 家 治 理 现 代 化 的 一 个重 要 体 现 ， 有 效 处 置 各 种 突 发 事 件 ， 是 各 级 政府 所 面 临 的 重 大 任 务 ， 也 是 社 会 稳 定 和 持 续 有序 发 展 的 重 要 条 件 。 20 世 纪 以 来 ， 我 国 各 种 突发 公 共 卫 生 事 件 的 频 发 给 我 国 政 府 的 应 急 管 理能 力 带 来 了 严 峻 考 验 。 文 章 在 明 确 相 关 概 念 、理 论 和 目 前 我 国 政 府 突 发 公 共 卫 生 事 件 应 急 管理组织概况的基础上，通过分析我国政府对2020 年新型冠状病毒肺炎疫情事件的管理过程 ， 发 现 并 指 出 其 中 存 在 的 问 题 和 原 因 ， 然 后提 出 各 项 对 策 和 建 议 。关 键 词 ：突 发 事 件 ； 突 发 公 共 卫 生 事 件 ； 应急 管 理 能 力毕业论文外文摘要Title Research on Emergency Management Capability of Government Public Health Emergencies AbstractEmergency management capability is an important manifestation of the modernization of national governance. Effectively handling various emergencies is a major task facing governments at all levels and an important condition for social stability and sustained and orderly development.Since the 20th century, the frequent occurrence of various public health incidents in our country has brought a severe test to our government's emergency management capabilities.Based on clarifying the relevant concepts, theories and the current overview of the government’s emergency management organization for public health emergencies in China, this paper finds and points out the problems and causes by analyzing the government’s management process of the new coronavirus pneumonia epidemic in 2020.
