本科论文摘 要随着 PPP 模式的发展，越来越多的人关注并参与到 PPP 模式项目中来，PPP 模式项目数量增多，规模庞大。在 PPP 模式项目发展的同时，由于 PPP 模式项目程序复杂、耗时久、参与者多的特殊性出现了较多问题。这些问题对于 PPP 模式项目的参与者和监督者而言是一个挑战，政府的合理监管对 PPP 模式的运营起着引导性作用。但是目前在 PPP 项目方面政府监管并不成熟，存在较多问题，及时指出并更正问题至关重要。针对这些问题，本文对国内外 PPP 模式项目进行研究，通过分析国内 PPP 模式项目现状，发现了以下问题：政府监管思路不清晰，政府监管立法程序不完善，政府监管机构设置不具体，政府监管模式单一 ，政府监管程序及人员专业性差等问题。通过对国外 PPP 模式项目监管模式的分析，正确的监管方法以及合理的监管模式对于 PPP模式项目至关重要。本文综合我国的中国特色社会主义国情以及国内外的监管经验，提出有利于 PPP 模式健康发展的建议，为我国经济发展贡献自己微薄的力量。关键词：政府监管，PPP 模式，监管模式本科论文AbstractWith the development of PPP model , more and more people pay attention to PPP projects.
