I西安劳务派遣员工的现状分析及对策研究摘 要劳务派遣作为新型的用工方式,在缓解劳动力供求不足,解决下岗职工再就业,突破编制限制,根据企业生产需要解决短期临时性用工各项工作中发挥了积极作用。本文以西安市劳务派遣为研究对象,采用问卷调查和案例分析等方式,在实例论证某劳务派遣机构的劳务派遣员工的基本情况等的基础上,分析了劳务派遣在西安市的发展情况。明确指出了西安市劳务派遣发展中存在的问题,劳务派遣机构设置简单、岗位模糊、劳务派遣三方的权益缺乏保障等问题制约了劳务派遣用工在西安市的发展。针对西安市劳务派遣机构出现的问题,在对各项问题分析的基础上,文章从劳务派遣制度方面、劳务派遣机构方面和用工单位方面出发,提出完善规章制度、加强劳务派遣审批和监管,监督派遣机构工作程序、派遣行为等建议,以期探讨促进我国劳务派遣活动有法可依、有章可循的可持续发展思路,从而更好地发挥劳务派遣在人力资源配置中的作用,为劳务派遣在国内用工市场的健康发展提供参考。关键词:劳务派遣;制度;存在问题;改进对策IIAbstract As a new way of employment , dispatch is very important in labor shortages.Also,dispatch could solve the re-employment of laid-off workers,breakthrough preparation limit,according to the production enterprises need to address the short-term temporary employment work.In this paper, the research's object taking Xi'an dispatch, surveys, and case studies, etc.On the basis of examples demonstrate the basic situation of a labor dispatch agencies,analysis of the labor dispatch developments in Xi'an,pointed out the problems,labor-sending agencies is simple,fuzzy job,equity dispatch tripartite insecurity,all of them are restricted the development of labor dispatching in Xi'an.To deal with these problems,based on the analysis of the problem,from dispatch regime,aspects of labor-sending agencies,Labor units viewpoint,Put forward a sound regulatory framework,strengthen regulatory approval and other recommendations,to discuss ways to promote the activities of labor dispatch rul...
