AbstractThe thesis focuses on the UN Security Council veto system of permanent members, which refers to the principle of the voting control by consensus of power countries. It is the principle that embodies the power of the minority against the majority. The power is for the five countries’ exclusive use, namely Britain, China, France, Russia and the United States. In the thesis, the author will discuss about UN Security Council the veto system for permanent members according to that of historical background, legal basis, and defects and executive problems in its legal system. Particularly it raises our awareness that the UN Security Council veto system of permanent members has gradually exposed the defects in the practical operation with the entry of the 21st century, the appearance of the emerging countries and the BRICS, and the big change happened to the shape of the world.
