Effectively striking bill of lading fraud and further improving the bill of lading system itself ， is a facing problem that not allowed to ignore in the countries of the world ， especially in developing countries. China is a leading trader，and shipping economy plays an important role in China's national economy. Therefore ， the research and the countermeasures of bill of lading fraud is of great significance to the development of China's economy.
